About this opportunity
The Department of Agriculture Forest Service is issuing Request for Quotation (RFQ) 12363N26Q0005 for disaster recovery trail stabilization services on the Payette National Forest following the 2024 Limepoint Fire. The procurement seeks to restore approximately 12.2 miles of fire-affected National Forest System Trails through excavation, brushing, drainage installation, and signage placement to restore sustainable trail tread and increase erosion resistance. Key contract requirements include restoring full bench trails to 36 inches in width, installing up to 20 drainage dips, clearing and grubbing vegetation to full bench width, brushing an 8-foot minimum corridor clearance, and installing directional signs at specified locations. The Government will evaluate quotations using lowest price technically acceptable criteria, with only the lowest priced offer initially evaluated for technical acceptability and past performance. Quotations must be submitted by email to john.swizdor@usda.gov by 1700 Central Time on March 6, 2026, and must include a completed schedule of items, technical acceptability response, and past performance information.
This acquisition is designated as a Total Small Business Set-Aside with a small business size standard of $45 million; no incumbent contractor is identified in the available documentation. The contract is valued on a firm fixed-price basis with line items for mobilization, excavation per mile, brushing per mile, and furnish and install sign panels, though no specific budget range is disclosed in the solicitation. The period of performance extends from the Notice to Proceed through November 15, 2027, providing approximately 20 months for project completion. All work will be performed in Council, Idaho, located approximately 54 road miles north of Cambridge via State Highway 71 and Hells Canyon Road on the Council Ranger District. Contractors must comply with prevailing wage requirements under the Davis-Bacon Act, provide weekly certified payrolls, and are limited to two-wheeled motorized equipment for personnel and equipment transportation while avoiding archaeologically sensitive areas designated as blade-up no-work zones.
