About this file
This document is a Standard Form 30 (SF 30) amendment to a federal solicitation and the associated questions and answers documentation for the Limepoint Fire Trail Stabilization project on the Payette National Forest.
Amendment Details: Amendment 0001, effective February 12, 2026, extends the quote submission deadline to March 6, 2026, and extends the project completion date from November 15, 2026, to November 15, 2027. The period of performance runs from March 20, 2026, to November 15, 2027, with FOB set to Destination. A key clarification states that no surface course aggregate or geotextile fabric is required for drainage dips on this project. The solicitation number is 12363N26Q0005, issued by USDA Forest Service Stewardship Contracting Branch (Code 363N) and administered by Mark Twain National Forest (Code 64R4) in Rolla, Missouri.
Project Requirements: The work involves stabilization of fire-affected trails requiring trail reconstruction with a 36-inch trail tread width, hand tools and equipment that fit trail specifications without causing resource damage, trail brushing to an 8-foot standard, drainage structure construction, and sign installation furnished by the contractor. The project is subject to Davis-Bacon Act wage determinations with certified payrolls required weekly. Only two-wheeled motorized equipment (trail bikes, e-bikes) is permitted for personnel and equipment transportation. Inspections follow FAR 52.246-12, and the contractor bears liability for work completion regardless of government inspections. Archeological areas total approximately 591 linear feet along Allison Creek Trail 514 and 994 linear feet along Kinney Creek Trail 221, with Eckels Creek Trail 223 designated as the preferred project access.

QUESTIONS & ANSWERS
1. Are the signs to be furnished by the Government or Contractor?
a. Signs are to be furnished by Contractor according to specification listed on ATT 2.
2. What are the specs for the posts?
a. Refer to Note #8 on Page 7 of ATT 3.
3. Is a mini-excavator authorized for this work?
a. The use of equipment must fit on the trail tread and will not cause resource damage. As stated in the Plans, 36” trail tread will be reconstructed.
4. How are inspections to be handled?
a. Inspection and Acceptance will be in accordance with FAR 52.246-12 Inspection of
Construction. Government inspections do not release the Contractor from any liability for completion of the work within the plans and specifications contained in or referenced in the solicitation.
5. Will camping be allowed?
a. Authorization to utilize campgrounds would be subject to the local Ranger District and the availability of sites, which I cannot be certain of at this time.
6. Are certified payrolls required to be submitted weekly?
a. Yes, certified payrolls are required weekly. The Department of Labor form WH-347 is not required, however it does contain all required information for certified payrolls. Dept of Labor website has further information for wages and payrolls.
7. What are the personnel requirements on this project?
a. I cannot say how many personnel the project would take. It would really depend on the
Contractor’s organization and planning but an onsite Foreman with communications and contract authority is beneficial. See Evaluation Criteria on Page 10 of the combined synopsis/solicitation document.
8. Is this project subject to Davis Bacon Act and Service Contract Act? How do we separate the two?
PAYETTE NATIONAL FOREST
QUESTIONS & ANSWERS
a. The ATT 5 Wage Determinations has listed specific labor categories. Employee pay would need to follow those minimums by the Dept of Labor. Dept of Labor website has additional information regarding classifications of employees, mechanics, laborers, etc.
9. Is geotextile deemed necessary on any of the drain dips?
a. No, Geotextile fabric will not be required at this time. Surface course aggregate will not be required at this time either.
10. What is the completion date?
a. Currently, the completion date is identified as 15NOV2026. This date has been changed to
15NOV2027 in accordance with this amendment. Date for quotes has been extended to
06MAR2026.
11. How many of these signs are single vs dual post installation?
a. Post requirements are on page 7 of ATT 3. Reference also the EM-7100-15 Sign and Poster
Guidelines for the Forest Service.
12. Were these trails machine built or have they been machine maintained?
a. No, these were not modern machine built. Lower portions of Eckels Cr, 223, and Allison Cr, 514, use what appear to be old mining road grades, however.
13. What is the estimated distance of blade up for the identified archeological areas?
a. Areas along Allison Cr, tr. 514 Trail total approx. 591 linear feet. Areas along Kinney Cr, tr. 221 total approx. 994 linear feet.
14. Are these areas going to be passable with a machine as is? Also is Kinney Creek Bridge passable with a machine?
a. Due to existing conditions, Eckels Cr. Trail 223 is the preferred access for the entire project.
15. These trails are normally for non-motorized use. Are we able to use motorized equipment for transportation of personnel and equipment while reconstructing all of these trails?
a. Yes, only 2 wheeled motorized equipment (trail bikes, e-bikes) will be allowed.
16. The spec packet mentions a few things one being seeding and soil prep , however the plans and bid schedule show no seeding or locations. It also mentions several areas of construction; stepping stones, fords, retaining walls, barriers and culverts. The spec sheets mention they are marked on the plans but are not.
PAYETTE NATIONAL FOREST
QUESTIONS & ANSWERS
17. Can you please clarify if these are generalized specs or if there are specific areas known to need this work.
a. These are Generalized specs. We do not call out any seeding or construction of stepping stone, fords, retaining walls, barriers or culverts. These items would have been included in the SOW and Summary of Quantities shown in the Plans.
18. Is the entirety of the proposed project expected to be completed with hand tools and chainsaws? I am primarily concerned about the areas where excavation for water drainage is expected, as well as the 8' barrier along the trail for brushing.
a. The use of equipment must fit on the trail tread and will not cause resource damage. As stated in the Plans, 36” trail tread will be reconstructed. The proposed project is to restore existing trails that have been affected by fire. See the Plans regarding the construction of drainage structures.
As for the brushing, this refers to our trail clearing width standard. Refer to the Brushing typical in the Plans.
