About this opportunity

The Department of State's Office of Acquisition Management is seeking Diplomatic Courier Support Services for the Diplomatic Security Branch through a Request for Information (RFI). The procurement aims to identify vendors capable of providing comprehensive support services including policy implementation, program execution, human resources, technical security, and administrative management. Interested vendors must submit a detailed capability statement by June 13, 2025, at 11:00 AM EST, demonstrating their ability to meet the draft Statement of Work requirements. Evaluation criteria include company experience, staff composition, management structure, candidate matching approach, onboarding processes, and pricing models. Vendors must be registered in SAM.gov and provide information such as DUNS number, CAGE code, place of performance, business size, and relevant GSA schedules.

The contract opportunity is set aside for total small business participation and focuses on providing diplomatic courier escort personnel to transport classified pouches domestically and internationally. The base contract period runs from August 14, 2025, to August 13, 2026, with four potential one-year option periods extending through August 13, 2030. Key personnel must possess Top Secret Security Clearance with SCI Access, medical clearance, and a valid driver's license. Courier responsibilities include securely escorting diplomatic pouches, operating government vehicles, coordinating with airport and customs personnel, and handling pouches up to 70 lbs or crates up to 2000 lbs. While the RFI is purely for market research and planning, it represents a significant opportunity for small businesses in the couriers and express delivery services sector, with the potential for a multi-year contract supporting critical diplomatic logistics operations.
