About this opportunity
The Department of Homeland Security's (DHS) Office of the Chief Procurement Officer (OCPO) has issued a Special Notice for the Procurement Records Management Modernization (PRM2) initiative, a market research effort aimed at developing an innovative electronic contract file management solution. The notice follows a previous Sources Sought Notice published in February 2024 and seeks industry feedback on developing a comprehensive system for contract file storage, workflow, document management, and records management. The RFI is specifically designed to gather insights from potential industry partners about the evolving requirements for the PRM2 project. The notice was posted on August 28, 2024, with responses due by September 10, 2024, at 5:00 p.m. ET. All responses must be submitted through a specific Microsoft Forms survey link, with no alternative submission methods accepted.
The primary objective of this Request for Information is to solicit detailed feedback from industry partners about DHS's vision for a centralized, cloud-based contract management system that can support up to 5,000 users and handle approximately 20,363 new contracts annually. The desired Minimum Viable Product (MVP) includes features such as regulatory-compliant file storage, automated contract file generation, user-focused interface, and integration with common tools. Eligible contractors should be prepared to provide insights on a potential Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract or Blanket Purchase Agreement with a 5-10 year performance period. The government is specifically seeking a FedRAMP-compliant Software-as-a-Service (SaaS) solution that can provide secure, collaborative document management with real-time compliance dashboards. Importantly, this RFI is strictly for market research purposes, and participants should understand that it does not constitute a formal solicitation, and the government will not provide compensation for response preparation.
