About this file
This is a draft Request for Quotation (RFQ) issued by the Department of Homeland Security (DHS) Office of the Chief Procurement Officer for the Procurement Records Management Modernization (PRM2) requirement, seeking to establish a single-award Blanket Purchase Agreement (BPA) under GSA Multiple Award Schedule.
The RFQ outlines a three-phase evaluation approach: Phase 1 requires FedRAMP compliance (Moderate or higher) as a mandatory down-select, Phase 2 involves product demonstrations focused on technical functionality and user experience, and Phase 3 includes evaluation of past performance, technical/management approach, and pricing. The BPA will have a one-year base period and nine one-year option periods, with work including implementation of a Software-as-a-Service (SaaS) cloud-based solution for electronic contract filing, achieving Authority to Operate (ATO), data migration, training, help desk support, and operations/maintenance. The work will primarily be performed at DHS facilities in Springfield, VA. Vendors must hold GSA MAS SINs 511210 (Software Licenses), 518210C (Cloud Computing), and/or 54151S (IT Professional Services). Key personnel requirements include a Project Manager and Acquisition Subject Matter Expert at the BPA level. While pricing details are not included in this draft, the BPA will utilize Firm-Fixed-Price, Time & Materials, and Labor Hour contract types.

Office of the Chief Procurement Officer December 2024 Procurement Records Management Modernization DRAFT Request for Quotation
To: Prospective Contractors on General Services Administration (GSA) Information
Technology Multiple Award Schedule (MAS), SINs 511210 Software Licenses, 518210C Cloud Computing and Cloud Related IT Professional Services, and 54151S Information Technology Professional Services
From: Department of Homeland Security (DHS) Headquarters, Office of the Chief Procurement
Officer (OCPO), Office of Procurement Operations (OPO)
Subject: DRAFT Request for Quotation (RFQ) Procurement Records Management Modernization
(PRM2)
DHS OPO is issuing this competitive RFQ to solicit GSA MAS SINs 511210, 518210C, and 54151S contract holders for the purpose of entering into a single award Blanket Purchase Agreement (BPA) under an existing GSA Schedule contract. However, DHS OPO will conduct this acquisition under Federal Acquisition Regulation (FAR) Subpart 8.4 and anticipates awarding a BPA after receipt and evaluation of qualified vendor quotations.
It is the Government’s intent to award a BPA to the responsible provider whose quotation response, in conforming to the RFQ, provides the overall best value to the Government considering technical evaluation factors and price.
The Government reserves the right to cancel this solicitation without award if the needs of the requirement are not met. This RFQ does not commit the Government to pay for the preparation and submission of a quotation.
Interested firms are required to submit a response to Phase I, which will be evaluated on a PASS/FAIL basis. The vendors who are invited to Phase II will conduct a Product Demonstration. And finally, vendors will enter Phase III where they will submit additional Technical and Price Volumes Any quotation that is non-compliant with any requested submission requirement of this RFQ may immediately be removed from further consideration.
In support of this solicitation, a pre-quotation conference will be held on XX/XX/XXXX. At that time DHS will offer greater insight on its Procurement Records Management Modernization efforts.
Attendance at the conference is not a quotation response requirement. Event details are provided further below in this RFQ.
The Government anticipates that the entirety of this effort may be performed under the Information Technology Multiple Award Schedule (MAS), SINs 511210 Software Licenses, 518210C Cloud Computing and Cloud Related IT Professional Services, and 54151S Information Technology Professional Services. BPA awardee and/or teaming partners must possess one or more of the listed SINs included in this RFQ in order to be considered for award. If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions.
