About this opportunity
The Department of Homeland Security Federal Law Enforcement Training Center (FLETC) at Glynco seeks upgrade and replacement of perimeter fencing meeting ASTM F2656 M30/P1 vehicle-borne threat mitigation standards, with proposals due September 17, 2026 at 2:00 PM ET. This is a total small business set-aside, restricted to women-owned small businesses (WOSB).
Place of performance is Brunswick, Georgia (FLETC Glynco facility, 1131 Chapel Crossing Road). The work comprises approximately 2,800 linear feet of fencing across 1,600 acres: 1,200 linear feet of anti-crash, scale, and climb-rated fence at 8 feet high, and 1,600 linear feet of anti-scale and climb-rated fence at 8 feet high. The project must comply with Executive Order 14111, Interagency Security Committee (ISC) physical security standards, and DHS/FLETC requirements. NAICS code is 236220 with a $45 million small business size standard. PSC code is 5660.
The performance period runs from September 30, 2026 through March 31, 2027 (180 days). A mandatory site visit is scheduled for September 1, 2026 at 10:00 AM; Visitor Access Request (VAR) forms are due by August 31. All contractor personnel must undergo FLETC background investigations and security badging before facility access. Work is limited to normal FLETC hours (6:00 AM to 6:00 PM, Monday–Friday, excluding federal holidays).
Evaluation criteria weigh project experience, personnel qualifications, and past performance (combined, equal importance) against price. The government will conduct final color approval; standard black is preferred. A bid guarantee of 20% of the bid price or $3 million (whichever is less) is required. Prevailing wage rates apply per Department of Labor Wage Determination GA20260315. Comprehensive liability insurance ($200,000/$500,000), automobile ($200,000/$500,000), and workers' compensation (minimum $100,000) are mandated. Buy American provisions and FAR construction wage clauses apply. Performance and payment bonds are due within 10 days of award. Amendments One through Six have clarified scope (including sally port gate replacement specifications), extended the bid deadline, and added technical specifications and government responses to contractor questions.

FLETC is required to adhere to Executive Order 14111 and the Interagency Security Committee (ISC) requirements for the physical security of federal facilities, which mandate robust perimeter protection in accordance with established standards. The currently installed perimeter security fence is non-compliant with anti-climb, anti-scale, and anti-crash ratings, creating a significant security vulnerability for the campus and its occupants. To address this risk and ensure compliance with ISC guidelines, the FLETC Chief Security Office (CSO) proposes the upgrade and replacement of the existing fencing with an approved perimeter fence designed and constructed in accordance with ISC, DHS, and FLETC physical security requirements, and in accordance with ASTM F2656 M30/P1, which specifies the impact resistance required to mitigate vehicle-borne threats. Implementing a perimeter fence will provide continuous, passive protection, eliminate the operational vulnerabilities associated with active barriers, and align the facility with current federal security standards.
