About this file

This is a Questions and Answers document (Attachment 12) for federal contract opportunity 70LGLY26QSSB00077 – FLETC Fence Upgrade, containing government responses to additional contractor inquiries.

The document addresses three primary construction-related questions. First, the government clarified that the replacement sally port gate does not require crash rating but must maintain anti-climb and anti-scale specifications, with anti-crash requirements terminating at a 90-degree corner. Second, regarding approximately 428 linear feet of fence shown on Sheet #12 in Appendix A, the government confirmed that this currently non-crash-rated fence must be upgraded to anti-crash rated status to maintain vehicle protection from a nearby drive lane. Third, addressing the practical constraint of completing fence removal and installation in a single workday, the government authorized contractors to install new fence slightly offset from existing fence lines, allowing new fence installation and securing prior to existing fence removal. This approach permits adequate concrete footing curing time while maintaining perimeter integrity, contingent upon contractor submission of a proposed solution for government review and approval.

The document also readdresses three previously answered questions from Amendment 3 regarding personnel qualifications: a qualified Superintendent must comply with Specification SECTION 01 45 00 (Amendment 5 – Attachment 11); a Safety Manager must meet qualifications in the same specification section; and a Quality Control Manager must satisfy both SOW requirements and qualifications in Specification SECTION 01 45 00. The document includes a reminder that contractors must submit a bid bond with their proposal prior to the required submission date for bid consideration.

ADDITIONAL CONTRACTOR QUESTIONS _GOVT RESPONSE

Contractor Questions/Government Response:

1. Does the replacement for the sally port gate need to be crash rated? An anti-crash sliding gate will be a significant cost increase over a gate that matches the style of fence but is just anti-climb. If this gate does not need to be anti-crash. Can you please provide clarification of where the anti-crash fence terminates, would it be at the 90 degree corner?

Government Response: Confirmed the sally port gate does not require crash rating but maintain the same specified fence type with anti-climb and anti-scale requirements. The anti-crash requirement will stop at the 90 degree corner represented by the red circle below.

2. Sheet #12 in appendix -A shows approximately 428LF of fence, can you confirm if this fence is currently anti-crash? If not, should it be to maintain vehicle protection from the nearby drive lane?

Government Response: Confirming the current fence is not currently anti-crash rated.

Confirm that portion of the fence is to be anti-crash rated.

3. The current requirements indicate that the existing fence is to be removed and the new fence installed and secured by the end of the same workday.

Both the anti-climb and anti-crash fence systems require posts to be set in concrete footings. The concrete footings require adequate curing time before rails and pales can be

installed, making removal and complete replacement of the fence within the same workday impractical.

Please confirm whether contractor can install the new fence slightly offset from the existing fence line, allowing the new fence to be installed and secured prior to removal of the existing fence. This installation sequence would allow adequate curing time for the post footings while maintaining continuous site security throughout construction.

Government Response: The Contractor must meet the requirement to maintain the integrity of the perimeter. Government will accept the existing fence, the newly installed fence, or temporary fence that is offset and not connected to newly installed posts. The new fence may be designed by the contractor to slightly offset from the existing fence line to allow the new fence to be installed and secured prior to removal of the existing fence, provided that the Contractor provides a proposed solution for review and approval by the Government and maintains the integrity of the perimeter fence line at all times.
