About this file
This is Amendment One to a Request for Quote (RFQ) for the Federal Law Enforcement Training Centers (FLETC) Fence Upgrade project. The solicitation number is 70LGLY26QSSB00077, issued by the Department of Homeland Security's Federal Law Enforcement Training Centers in Glynco, Georgia, with an effective date of August 26, 2026.
The project requires contractors to upgrade and replace existing perimeter fencing at the FLETC facility in compliance with Executive Order 14111 and Interagency Security Committee (ISC) requirements for federal facility physical security. The work must adhere to ISC, DHS, and FLETC physical security requirements, with the fencing material meeting ASTM M30/P1 standards. The period of performance is 180 days, from September 30, 2026 to March 31, 2027. Amendment One corrects administrative errors from the original solicitation, including conflicting solicitation numbers, updates to dates, and clarifications on fencing quantity (referenced in Attachment 2, Appendix A). Questions from bidders are due no later than September 2, 2026. A mandatory site visit will be held on September 1, 2026 at 10:00 AM at the front gate visitor center; contractors must submit Visitor Access Request (VAR) forms by August 31, 2026. The bid guarantee is 20 percent of the bid amount or $3,000,000, whichever is less, due at time of bid submission. Performance bonds and payment bonds are due from the awardee within 10 days of award. All attachments including the scope of work, site map, site visit instructions, wage determination, typical fence drawing, and typical fence photo have been provided for reference, with no intentional preference given to specific brand names provided that fencing complies with stated requirements.

Amendment One:
All changes/updates to original RFQ are highlighted in blue.
• FAR 52.225-11 reference removed
• Corrections made to conflicting solicitation numbers
• Response date for question changed from 2025 to 2026
• Clarification regarding quantity of fencing – please reference Attachment 2, Appendix A
• The period of performance is updated to 180 days – SOW (Attachment 2) also updated to reflect POP of 180 days. If you as a bidding contractor feel this is not enough time then your proposal should address this issue as well as provide for the time frame that you are proposing and why.
• Questions are due no later than September 2, 2026.
• The bid sheet is meant to be a summary sheet and the back data for your quote can be attached. If not attached then it should be readily available if requested by the Contracting O icer.
• With regard to ASTM M30/P1 requirement – this applies to fencing only.
• The Bid Guarantee is 20% of bid amount or $3,000,000 – which ever is less – this is due at time of bid. The performance bond and payment bonds are due from awardee within 10 of award.
• Additional Attachments have been added – no intentional reference is made to a specific brand name – the drawings/photos are given for reference. Fence that is in compliance with requirements found in the SOW regardless of brand name will be considered.
• Site Visit – This will be held on September 1 at the front gate visitor center. VAR forms are requested to be submitted by August 31. If necessary, contractors arriving at the front visitor center with completed VAR forms and arriving in a timely manner to allow processing can be accommodated. Site visit will proceed at 10am promptly so plan accordingly – this is a very busy site – do not assume you are the only one coming in for the visit at the last minute. The Government wants to accommodate as many as possible but in order to respect everyone’s time including contractors who submitted timely VAR request forms, the site visit will proceed on time.
