About this file
This is a Government Response to contractor questions and clarifications regarding a fence upgrade project (Solicitation 70LGLY26QSSB00077) at FLETC (Federal Law Enforcement Training Centers). The document addresses 98 specific questions posed by prospective bidders, clarifying technical requirements, project scope, scheduling, personnel qualifications, and administrative procedures.
The project involves replacing approximately 2,800 linear feet of existing perimeter fencing with new security fencing, including 1,200 LF of ASTM F2656 M30/P1 crash-rated fence (rated to stop a 15,000 lb medium-duty truck at 30 mph with penetration of 1 meter or less) and 1,600 LF of anti-climb fence. The crash-rated section runs from the fire station to the Sally Port Gate, with the Sally Port Gate remaining operational at approximately 13.5 feet wide and replacing an existing gate (Gate 20) that will be removed and retained by the Government for reuse elsewhere. The contractor must use measurements provided in Appendix A for bidding purposes and base pricing on the specified linear footage of each fence type. The project has a 180-day performance period starting from contract award; contractors must propose alternative timelines if material procurement lead times require extensions. Only one gate requires replacement to match the new fence material; all old fence materials and hardware must be completely removed and disposed of by the contractor off-site, with no chain-link fencing acceptable as a substitute for the required security fence system. The Sally Port Gate and Gate 20 must be preserved and transported to Government storage. Key personnel requirements include a Superintendent and Quality Control Manager who may be dual-hatted if qualified, while a Safety Manager must function independently; all resumes and certifications must be submitted with the proposal. Standard manufacturer specifications govern all design details including post spacing, embedment depth, and foundation design. Weekly progress meetings are mandatory, cost-loaded schedules in Excel format are required, and as-built drawings must be provided in CAD format. The Government retains final color approval (standard black preferred), will handle all permitting and inspections, and requires no liquidated damages but will monitor schedules closely and hold retainage if the contractor falls behind. All personnel must be hard-badged, and no photographs are permitted without COR approval.

FENCE UPGRADE - 70LGLY26QSSB00077 ATTACHMENT 10 -
GOV’T RESPONSE
1. Does the government have its own on-site utility locator for this facility? Or do we need to anticipate having a private locating company come out along with the 811 locators?
GOVT RESPONSE: Before excavation or ground disturbance, the Contractor shall coordinate utility locates through Georgia 811 and applicable facility utility coordination procedures. The Contractor shall provide utility locate documentation to the COR before beginning excavation.
2. Will there be an addendum to install new slide gates to match the new fence? It was stated at the site visit that the existing gates were staying and to remain operational.
GOVT RESPONSE: Only one gate will remain – referred to as the “Sally Port Gate” – it is the access gate to the immediate right of the visitor center. The Sally Port Gate is to be of the same material as the new fence. The Government wants to keep the old Sally Port Gate for use in other parts of FLETC so the old gate is to be handled so that it is kept in its current condition and transported to the Gov’t storage area. The width of the Sally Port Gate opening is approximately 13.5 feet.
There is also an existing gate over at the far corner where the new fencing is to start beside where they are building the new fire station. This is Gate 20. This will no longer be a gate so the new fence should be continuous in this section. The Government wants to keep this existing gate for reuse in other areas of FLETC so the gate should be handled so that it is kept in its current condition and transported to the Gov’t staging area.
3. Will the facility designate a specific site for the laydown/storage area?
GOVT RESPONSE: Yes. This will be required to be secured via a 6” security fence. The area is already partially fenced so additional fencing will be minimal but necessary. The lay down area is next to where the new fire station is being constructed and right behind gate 20. Access will be thru FLETC and NOT from Gate 20 as this gate is to be removed.
4. Please provide acceptable options for temporary fencing when needed to maintain security.
GOVT RESPONSE: When working on portion of the fence, the fence can be removed as the new fence is being placed. At the end of the day the fence needs to be resecured or rolled back into place. Define resecured – no gap in the barb wire more than 10” and fencing secured in place with no gaps- until the new fence is in place.
5. Will the government pay for stored material?
GOVT RESPONSE: Any material that has been delivered and has been inspected by the Gov’t to comply with approved submittals and properly secured can be considered for payment.
FENCE UPGRADE - 70LGLY26QSSB00077 ATTACHMENT 10 -
6. Where exactly will the crash rated fence be installed vs. the anti-climb fence?
GOVT RESPONSE: Anti-Crash will go along Chapel crossing road along the perimeter fence line. Anti climb will be along the fence not along Chapel Crossing and will not need to be anti-crash. Anti crash – fire station to sally port. Sally port to front gate anti climb. Main gate to where we tie back in can be anti-climb.
7. Do we need to base our quote on the footage in the SOW or our on-site measurements?
GOVT RESPONSE: Contractor should use the measurements given in the Appendix A of the scope of work for bidding purposes.
8. Will weekend work be permitted?
GOVT RESPONSE: Government will consider weekend work but this must be coordinated thru the COR for each instance.
9. When does the 180-day timeline start? Due to material procurement lead times this may need to be extended.
GOVT RESPONSE: The 180 day period of performance starts at contract award – if additional time needs to be added to allow for material delivery then the contractor should account for and propose a different timeline in their proposal.
10. Will there be liquidated damages?
GOVT RESPONSE: No liquidated damages are in this contract. However, schedule will me monitored closely, required to be updated monthly and retainage will be held if contractor falls behind schedule. FAR 52.232-5 is added with this amendment.
11. Please clarify the requirement for the ASTM F2656 M30/P1 crash-rated fence system.
GOVT RESPONSE: Rating indicates a barrier can stop a 15,000 lb medium-duty truck traveling at 30 mph with a penetration of 1 meter (3.3 ft) or less.
12. Does the specified crash-rated fence need to be an engineered system, or will a tested system be acceptable?
GOVT RESPONSE: Engineered system and tested.
13. The Ameristar Stalwart IS is available with an ASTM F2656 M30/P1 tested rating, but not an M30/P1 engineered rating. If an engineered system is required, available options include M30/P2 or M50/P1.
GOVT RESPONSE: M50/P1 rated can be utilized to replace ASTM F2656 M30/P1 but an M30/P2 would not be acceptable.
FENCE UPGRADE - 70LGLY26QSSB00077 ATTACHMENT 10 -
14. Please confirm which rating and certification/design basis will be acceptable for this project.
GOVT RESPONSE: ASTM F2656 M30/P1 or equivalent or better rating
15. Please confirm the correct solicitation number. The cover page and posting list 70LGLY26QSSB00077, while a header within the body of the RFQ document references 70LGLY26QGLB00077. Please clarify which number governs for proposal submission.
GOVT RESPONSE: See Amendment 1
16. The SOW references gates, hinges, latches, locks, operators, grounding, and signage “as specified,” but no gate schedule, quantities, widths, or operator/power requirements are provided. Please provide a detailed gate schedule identifying gate types, quantities, dimensions, and electrical/access- electrical/access-control requirements.
GOVT RESPONSE: All gates, hinges, latches, locks, etc are part of the fence system and should comply with the required ASTM. The only gate that is being replace is the Sally Port Gate – see question 2 above for additional gate size.
17. Is there a Government-approved or manufacturer-tested foundation design for the ASTM F2656 M30/P1 crash-rated fence segment, or is foundation engineering and certification solely the Contractor’s responsibility? If Contractor-designed, please confirm whether a PE stamp is required.
GOVT RESPONSE: The fence is a complete system, and the foundation design should be what the manufacturer has designed to achieve the ASTM rating.
18. May the Superintendent, Safety Manager, and Quality Control Manager positions be held by the same individual if qualified, or must each role be filled by a separate, dedicated person?
GOVT RESPONSE: The Superintendent and the Quality Control Manager may be dual hatted if he/she meets the requirements for both positions, but the Safety Manager must function independently.
19. Please confirm whether temporary fencing, barriers, or additional security personnel will be required to maintain continuous perimeter security during the phased removal and replacement of the existing fence.
GOVT RESPONSE: No more than a 10’ section gap should exist o
FENCE UPGRADE - 70LGLY26QSSB00077 ATTACHMENT 10 -
20. Please confirm the dimensions/capacity of the on-site storage location for Government-retained chain-link fencing, and confirm the maximum quantity the Government intends to retain versus authorize for Contractor disposal.
GOVT RESPONSE: Contractor is to remove all fencing except the aforementioned gates that FLETC wants to keep. Disposal of the fencing and related materials is the responsibility of the Contractor.
21. Is a geotechnical report, utility survey, or subsurface investigation available for the fence alignment? If so, please provide for Contractor reference.
GOVT RESPONSE: Not available
22. Please confirm whether local/county permits and inspections (e.g., Glynn County) are required for this work, or whether all permitting and inspection will be handled exclusively through FLETC.
GOVT RESPONSE: All permitting and inspection will be done by FLETC.
23. Please specify required fence coatings, colors, and corrosion-protection systems, and confirm any minimum warranty period for the fence system and finish.
GOVT RESPONSE: Standard black as common to such fencing. Final color to be approved by the COR before ordered by contractor. Standard warranty as offered by the manufacturer is acceptable. Common finish as is typical for security fence systems.
24. The Appendix A site-map dimensions (e.g., 600, 400, 600, 686, 428, 200, and 572 ft segments) sum to roughly 4,287 LF of readable segments, while Appendix A states a total of 2,800 LF (1,200 LF M30/P1 + 1,600 LF anti-scale) and the SF1449 references “8 miles of fencing.” Please confirm the exact total linear footage of fence to be installed under Phase 1 and clarify the intent of the “8 miles” reference.
GOVT RESPONSE: Refer to question 7 above.
25. The four aerial site maps in Appendix A are not labeled to indicate which segments are the 1,200 LF ASTM F2656 M30/P1 crash-rated fence versus the 1,600 LF anti-scale fence. Please provide a marked-up plan identifying the location, start/end points, and length of each fence type.
GOVT RESPONSE: Refer to question 6 above.
FENCE UPGRADE - 70LGLY26QSSB00077 ATTACHMENT 10 -
26. The SOW requires posts set to the “specified depth” at “specified intervals,” but no post spacing or embedment depth is provided in the SOW or drawings. Please provide the required post spacing and embedment depth, or confirm these are to be per the selected manufacturer’s tested ASTM F2656 M30/P1 design.
GOVT RESPONSE: Manufacturer recommendations as the entire install is complete system.
27. Please provide the height and type of the existing chain-link fencing and aluminum posts to be removed and salvaged, and the approximate total linear footage of existing fence to be demolished, to allow accurate demolition and disposal quantities.
GOVT RESPONSE: See question 20 above.
28. Can you please provide a more detailed layout of the proposed fence? The layout in appendix A only shows 2,453LF of fence, while the same appendix calls for 2,800LF of fence.
GOVT RESPONSE: See question 7.
29. There is no where that shows where on the fence line is required to be crash rated and which areas are to be just anti-climb.
GOVT RESPONSE: See question 6.
30. Along with this, can you please advise if the new fence is to install exactly in place with the existing fence, or if the new fence line could be offset in a way to allow for the new fence to be installed while leaving the other fence in place? If not, will 8' tall, chain link temp fence panels with stands be considered sufficient as temporarily securing the fence line during removal of the existing fence?
GOVT RESPONSE: Section at a time – in exactly place of existing fence. There should not be more than a 10’ gap in the barb wire until the new fencing is in place.
31. After the site visit, we were told that layout of the fence would be determined by the contractor. For bidding purposes to make sure everyone bids the same footage, would it be possible to bid the footage on Appendix- A of 1200 lf of anti-crash fence and 1600 lf of anti-climb fence to make the quote equal for the contractors and whomever is low can survey and provide the best layout before ordering the material?
GOVT RESPONSE: See question 7.
FENCE UPGRADE - 70LGLY26QSSB00077 ATTACHMENT 10 -
32. Will this project require the Ameristar product as shown on the drawings, or will it be matched with commercial-grade chain-link like the existing fence on site?
GOVT RESPONSE: No chain link is acceptable. The Ameristar product was meant as an example. The fence brand is irrelevant. The compliance with the ASTM is the requirement.
33. Regarding gates: I recall mention of using the existing gates, but those are chain-link while the drawings call for an Ameristar-style product (typically black aluminum).
Should the gates be replaced with matching Ameristar gates, or will the existing chain-link gates remain?
GOVT RESPONSE: Only one gate is being replaced and should match new fence.
34. Will the Government reinstall the existing signage or will this be the responsibility of the contractor?
GOVT RESPONSE: The contractor is to remove all signage for the existing fence within project area. The signage is to be removed so as to protect is current condition and reinstalled on the new fence after approval of position by the COR.
35. The SOW states that the Government wants to retain the old fence material and hardware.
Does this include the existing fence post? If not, can the existing post be cut off at ground level and covered over?
GOVT RESPONSE: Government only wants to retain the two gates as noted in Question 2 Response. Old fence material/hardware/posts are to be completely removed from site.
36. Does the Government want to retain the existing barbed wire?
