About this opportunity

The Federal Bureau of Investigation seeks design, engineering, manufacturing, integration, testing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems under a single-award, firm-fixed-price IDIQ contract, with proposals due September 15, 2026 at 8:00 a.m. Eastern Time. Amendment 0005 issued on September 14 references RFP_15F06726R0000194_REV1, superseding prior revisions.

The procurement is unrestricted (no set-aside). Place of performance is the United States.

The MCPV consists of a custom-integrated gooseneck trailer and, when ordered, a Class 4 prime hauler vehicle designed to support FBI command, control, communications, and computer (C4) operations with classified and unclassified mission capability. The trailer must accommodate 15–20 workstations, remain within 26,000-pound gross weight and 5,000-pound pin weight limits, measure 45 feet maximum length and 13 feet maximum height when nested with equipment installed, feature 0.090-inch minimum aluminum skin, and maintain a 15-year operational service life. The prime hauler requires a minimum 500-horsepower high-output diesel engine, 1,000 ft-lb torque, long-bed configuration, and 40-gallon fuel tank. The contract includes a First Article requirement; the approved first-article configuration establishes the production baseline for subsequent systems.

The Government anticipates ordering approximately thirteen MCPV trailers and thirteen prime haulers over the base period (September 30, 2026–September 29, 2027) and four one-year option periods, but guarantees only the minimum contract obligation of $5,000 for CLIN 0001 (contract kickoff and initial program planning). Maximum contract value is $15,000,000. The NAICS code is 336214, Travel Trailer and Camper Manufacturing; PSC is 2330, Trailers.

Evaluation weighs technical approach and performance risk (Factor 1, most important), relevant experience and past performance (Factor 2), and price (Factor 3, significantly less important than combined non-price factors). ISO 9001 certification is a mandatory pass/fail requirement. All contractor-furnished mission equipment includes network switches, routers, firewalls, servers, UPS units, satellite terminals, cellular modems, radios, encryption devices, video matrix switchers, and workstation computers. Warranty includes five years on electrical systems and materials/workmanship, and ten years on structural components.
