About this file

This is a Tier II Mobile Command Post Vehicle (MCPV) Streamlined Master Requirements Traceability Matrix (RTM) designed as a proposal compliance tool and first-article design/verification record for the FBI's Tier II MCPV acquisition. The RTM is intentionally streamlined to address numbered technical subsections rather than provide row-by-row duplication of the Performance Work Statement or solicitation requirements.

The matrix establishes traceability for fourteen major technical requirement areas: system configuration and mission integration; service life and maintainability; trailer envelope, weight, and balance specifications (maximum 45 feet length, 8 feet 6 inches width, 26,000 pounds gross weight); chassis, suspension, braking, and roadworthiness; wheels and tires; leveling and landing gear; exterior construction (minimum 0.090-inch aluminum skin); personnel doors and security features; roof structure and safety; awnings with LED lighting; occupancy and workstation capacity (minimum fifteen simultaneous users, fifteen workstations); interior layout and collaboration spaces; interior finishes and storage; interior lighting; interior sound levels (maximum 60 dBA); Prime Hauler baseline specifications (Class 4 Ford F-450 or equivalent with minimum 500 horsepower and 1,000 foot-pound torque); Prime Hauler operator features and emergency communications equipment; Prime Hauler/trailer integration; generator capacity and electrical load; shore power and UPS systems; HVAC and equipment cooling; heating systems; life-safety detection and fire protection; data cabling and network segregation supporting Red/Green/Blue network enclaves; external input/output panels; pneumatic mast systems (minimum 30-foot height); interior and exterior display systems; equipment racks; exterior lighting; fleet management systems; and comprehensive technical verification baseline requirements including functional, electrical, HVAC, network, integrated-system, and 50-mile road testing. Offerors complete only the Offeror Response and Proposal Reference columns, with routine compliance entries requiring no separate narrative; after award, contractors use the matrix to identify controlling design drawings, test reports, and objective evidence supporting each subsection requirement.

Instructions

TIER II MCPV STREAMLINED MASTER REQUIREMENTS TRACEABILITY MATRIX

Purpose
This workbook is intentionally limited to the numbered technical subsections in Attachment 2. It is not a row-by-row duplicate of the PWS, Section E, Section H, or every bullet in the solicitation. It provides a concise proposal compliance tool and a practical first-article design/verification record.

How the streamlined matrix works

1One row corresponds to one numbered subsection in Attachment 2. All bullets within that subsection are cumulative requirements unless the specification expressly states otherwise. A subsection is compliant or verified only when all applicable bullets within it are satisfied.
2Offerors complete only the Offeror Response and Proposal Reference / Exception Explanation columns. Routine Comply entries do not require a separate mini-narrative. A reference or explanation is required for an Exception or Not Applicable entry and whenever Section L specifically requires supporting information.
3The Verification Method / Acceptance Basis column is Government-furnished planning information. It identifies the expected verification approach but does not replace approved inspection/test procedures, the PWS, Section E, or Contracting Officer direction.
4After award, the Contractor shall use the Post-Award Design / Test / Change Reference column to identify the controlling drawing, calculation, inspection record, test report, certification, engineering-change reference, or other objective evidence supporting the subsection.
5The Government Verification Status column records whether the grouped subsection has been verified. A subsection shall not be marked Verified until all applicable bullets are satisfied and associated deficiencies are closed or otherwise dispositioned in writing by the Contracting Officer.
6The contract minimum is one production-representative First Article MCPV trailer and one associated Prime Hauler Vehicle. Separate RTM tabs or duplicate traceability records are not required for follow-on quantities that have not been ordered. If follow-on vehicles are ordered, the Contractor shall maintain vehicle-specific configuration, inspection, test, and acceptance records demonstrating conformity to the approved First Article baseline and applicable approved changes.
7Only the Contracting Officer may change a contract requirement. This workbook does not authorize a deviation, substitution, waiver, or change to the approved configuration.

Status definitions

Offeror ResponseComply = the proposal meets all applicable requirements in the subsection without exception; Exception = the proposal deviates, limits, conditions, or does not fully meet one or more requirements in the subsection; Not Applicable = the subsection does not apply to the offered/order configuration.
Government Verification StatusNot Reviewed = evidence not yet reviewed; Verified = all applicable requirements in the subsection are satisfied; Deficient = one or more applicable requirements are not satisfied or evidence is incomplete; Not Applicable = the subsection does not apply to the ordered configuration.
Important relationship to Attachment 2
Attachment 2 is the controlling product-level technical baseline. Individual bullets are not separate RTM rows, but they remain binding contract requirements. The PWS governs the design/build and first-article process; Section E governs Government inspection and acceptance; Section H governs special contract requirements.
