About this file

This is an Amendment to Solicitation/Modification of Contract for a Tier II Mobile Command Post Vehicle (MCPV) acquisition by the Federal Bureau of Investigation (FBI). Amendment 0001, issued on August 21, 2026, changes the proposal submission deadline from 2:00 p.m. Eastern Time to 8:00 a.m. Eastern Time. Offerors must acknowledge receipt of this amendment prior to the new submission time through one of three methods: returning copies of the amendment, acknowledging receipt on each proposal copy, or submitting a separate written communication referencing the solicitation and amendment numbers.

The underlying solicitation (15F06726R0000194) is an Indefinite-Delivery/Indefinite-Quantity (IDIQ) Firm-Fixed-Price contract for design, manufacturing, integration, and delivery of Tier II MCPV systems and associated Prime Hauler Vehicles. The contract includes a guaranteed minimum of $5,000 for a contract kickoff and initial program planning effort (CLIN 0001), with a maximum contract value of $15,000,000 across a base period (09/30/2026 – 09/29/2027) and four one-year option periods. The maximum quantities include thirteen MCPV trailers (one First Article and twelve production units) and thirteen Prime Hauler Vehicles across all ordering periods. Award will be based on best-value tradeoff considering technical approach and performance risk (Factor 1), relevant experience and past performance (Factor 2), and price (Factor 3), with Factor 1 being more important than Factor 2, and both non-price factors significantly more important than price. The prime contractor must maintain ISO 9001 certification throughout contract performance. Evaluation includes design-build phases with Government participation, first-article testing and approval, production capability assessment, and lifecycle support over an expected fifteen-year service life.

PROGRAM PLANNING

The Contractor shall participate in one contract kickoff meeting and perform the associated initial program-planning activities necessary to establish the administrative and management framework for performance of the Tier II Mobile Command Post Vehicle (MCPV) IDIQ contract.

The effort shall include preparation for and participation in the kickoff meeting; identification of Contractor points of contact and key personnel; review of contract administration, ordering procedures, communications protocols, invoicing procedures, Government-furnished property/information planning, security coordination, and anticipated First Article planning considerations;

and preparation of a concise kickoff action/decision log documenting agreed actions, responsible parties, and due dates.

The Firm-Fixed-Price includes all labor, travel, lodging, transportation, materials, and incidental expenses necessary to perform this CLIN.

Performance of this CLIN does not authorize the Contractor to begin First Article design engineering, procure First Article materials or equipment, fabricate the MCPV, order a Prime Hauler Vehicle, or otherwise perform work associated with an unfunded delivery order. Such work may begin only when specifically authorized by a funded delivery order issued by the Contracting Officer.

Clauses By Full Text

B.1 CONTRACT TYPE AND STRUCTURE

The Government contemplates award of a single-award, Firm-Fixed-Price (FFP), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Tier II Mobile Command Post Vehicle (MCPV) systems.

The guaranteed minimum under the IDIQ contract is the $5,000.00 Firm-Fixed-Price Contract Kickoff and Initial Program Planning effort established under CLIN 0001.

15F06726R0000194/0001 Page 7 of 70

MCPV trailers and integrated mission systems and associated Prime Hauler Vehicles are separately priced CLINs and will be furnished only when specifically ordered through a funded delivery order issued by an authorized Contracting Officer.

For purposes of this contract, a complete Tier II MCPV capability consists of:

1. One Tier II MCPV trailer and integrated mission system; and

2. One compatible Prime Hauler Vehicle, when ordered.

Individual requirements above the guaranteed minimum will be ordered through written delivery orders issued by an authorized

Contracting Officer.

B.2 MINIMUM GUARANTEE

The guaranteed minimum under this IDIQ contract is $5,000.00, which will be satisfied through the Government's order of CLIN

0001 – Contract Minimum – Kickoff Meeting and Initial Program Planning at the time of contract award.

Upon issuance and funding of CLIN 0001, the Government will have satisfied its minimum ordering obligation under the IDIQ contract.

The Government does not guarantee the purchase of any MCPV trailer, First Article, Prime Hauler Vehicle, production quantity, or other supply or service beyond CLIN 0001.

All requirements above the guaranteed minimum are subject to the availability of funds and issuance of a funded delivery order by an authorized Contracting Officer.

The Contractor shall not incur costs or perform work associated with an anticipated First Article, production vehicle, Prime Hauler

Vehicle, or other future requirement in advance of a funded delivery order authorizing that work.

That aligns very cleanly with FAR 16.504: the Government is legally committed to a stated minimum and nothing more unless additional orders are placed.

B.3 MAXIMUM CONTRACT VALUE

The maximum aggregate value of all delivery orders issued under this contract, inclusive of the Base Ordering Period and all Option Ordering Periods, shall not exceed $15,000,000.00.

The contract ceiling represents the maximum potential value of the IDIQ and does not constitute a Government commitment to order supplies or services up to that amount.

B.4 MAXIMUM AND EVALUATION QUANTITIES

In addition to the guaranteed minimum established under CLIN 0001, the maximum vehicle quantities available for ordering under this contract are thirteen (13) Tier II MCPV trailers and integrated mission systems, inclusive of one First Article, and thirteen (13)

Prime Hauler Vehicles.

The maximum quantities by ordering period are:

These quantities establish the maximum quantities available for ordering and the quantities used for price evaluation. They do not constitute a Government commitment to order those quantities.

The Government's only guaranteed obligation is the $5,000.00 minimum established under CLIN 0001.

B.5 CONTRACT KICKOFF AND INITIAL PROGRAM PLANNING – CLIN 0001

CLIN 0001 constitutes the Government's guaranteed minimum under the IDIQ contract.

The Contractor shall perform the kickoff and initial program-planning activities described in the CLIN and participate in one kickoff meeting at the location or by the method identified by the Contracting Officer.

The kickoff meeting is intended to establish the administrative, management, communication, ordering, and coordination framework for subsequent contract performance. The meeting may include preliminary discussion of anticipated First Article requirements, Government-furnished property or information, interfaces, schedule considerations, and future Government decisions.

Neither the kickoff meeting nor any discussion occurring during the meeting constitutes authorization to begin First Article design, engineering, procurement, fabrication, integration, testing, or other work not expressly ordered and funded.

The Contractor shall provide a concise action/decision log within five (5) business days after the kickoff meeting identifying actions, responsible parties, and agreed due dates.

The Firm-Fixed-Price for CLIN 0001 is $5,000.00 and includes all costs associated with performance of this CLIN.

B.6 FIRST ARTICLE MCPV TRAILER – CLIN 0002

CLIN 0002 consists of one complete First Article Tier II MCPV trailer and integrated mission system.

The Contractor’s FFP shall include all nonrecurring and recurring costs necessary to design, manufacture, integrate, test, document, deliver, and obtain Government approval of the First Article.

B.10 RELATIONSHIP BETWEEN TRAILER AND PRIME HAULER CLINS

15F06726R0000194/0001 Page 11 of 70

Separate CLINs are established for MCPV trailers and Prime Hauler Vehicles to provide pricing transparency, property accountability, and ordering flexibility.

Separate pricing does not divide the Contractor’s responsibility for overall system compatibility.

The Contractor is responsible for ensuring that each Prime Hauler Vehicle ordered for use with an MCPV trailer is compatible with the associated trailer and satisfies all contract requirements applicable to the combined configuration.

The Contractor shall identify and resolve interface issues between the MCPV trailer and Prime Hauler Vehicle before Government acceptance.

Where a delivery order requires both a trailer and a Prime Hauler Vehicle, Government acceptance of one item does not relieve the Contractor from responsibility for ensuring satisfactory operation of the combined MCPV capability.

B.11 COMPLETE MCPV TRAILER PRICING

The MCPV trailer CLIN price shall include everything necessary to provide the complete integrated trailer and mission system except for the separately priced Prime Hauler Vehicle and specifically identified Government- Furnished Property.

No separate payment will be made for:

a. Program management;

b. Engineering;

c. Design and configuration management;

d. Materials and components;

e. Subcontractor effort;

f. C4 equipment and integration;

g. Power-generation and electrical systems;

h. HVAC;

j. Software and firmware configuration;

k. Required licenses necessary for operation at acceptance;

l. Inspection and testing;

m. Technical documentation;

n. Initial operator and maintenance familiarization;

o. Packaging;

p. Freight;

q. Transportation;

r. Travel;

s. Lodging;

t. Warranty;

u. Contractor-incurred incidental expenses; or

v. Other costs necessary to perform the MCPV trailer requirements.

Such costs shall be included in the applicable FFP unit price.

15F06726R0000194/0001 Page 12 of 70

B.12 PRIME HAULER PRICING

The Prime Hauler unit price shall be all-inclusive.

The Contractor shall not separately invoice for vehicle preparation, required modifications, towing equipment, accessories, freight, transportation, dealer charges, destination charges, inspection, documentation fees, or other costs necessary to provide the vehicle required by the contract.

Government-imposed taxes or fees, if applicable, shall be treated in accordance with the applicable contract clauses.

B.13 OTHER DIRECT COSTS AND MISCELLANEOUS EXPENSES

This contract does not establish a general Other Direct Cost (ODC), travel, miscellaneous expense, or reimbursable expense CLIN.

Normal Contractor expenses associated with performance shall be included in the applicable FFP CLIN price.

The Contractor shall not separately invoice the Government for travel, lodging, materials, subcontractor expenses, freight, shipping, fuel, tools, testing, engineering, or incidental costs necessary to perform the contract.

If the Government subsequently identifies a separately identifiable supply or service that is within the scope of the contract and is not covered by an existing CLIN, the Contracting Officer may establish an appropriate CLIN through written contract modification before ordering that requirement.

A generic ODC or miscellaneous CLIN shall not be used as authority to order unidentified supplies or services.

B.14 CONFIGURATION CONTROL

Following First Article approval, the Contractor shall maintain configuration control of the approved MCPV production baseline.

The Contractor shall not substitute, delete, relocate, or materially modify an approved component, subsystem, interface, material, design, or configuration without prior written authorization from the Contracting Officer when the change affects or may affect:

a. Form, fit, or function;

b. Performance;

c. Interoperability;

d. Maintainability;

e. Reliability;

f. Safety;

g. Cybersecurity;

h. Electromagnetic compatibility;

i. Weight or dimensions;

j. Electrical demand or generation;

k. Heating or cooling requirements;

l. Structural characteristics;

15F06726R0000194/0001 Page 13 of 70

m. Vehicle-to-trailer compatibility;

n. Warranty; or

o. Other contract requirements.

Contractor-requested substitutions resulting from obsolescence, manufacturer discontinuation, supply-chain availability, or similar circumstances require prior Contracting Officer approval.

Approval of a substitution does not, by itself, entitle the Contractor to an increase in contract price.

B.15 GOVERNMENT-FURNISHED PROPERTY

Government-Furnished Property (GFP), if any, will be specifically identified by the contract or applicable delivery order.

Unless expressly identified as GFP, all materials, components, equipment, software, licenses, tools, supplies, test equipment, and other resources required to perform the contract shall be Contractor-furnished and included in the applicable FFP.

Where GFP is furnished for incorporation into or integration with an MCPV trailer, the Contractor remains responsible for proper receipt, protection, accountability, integration, installation, configuration, and testing in accordance with the contract.

B.16 DELIVERY ORDERS

15F06726R0000194/0001 Page 14 of 70

Unless otherwise expressly stated in the contract, transportation and delivery of each MCPV trailer and Prime Hauler Vehicle to the destination identified in the applicable delivery order shall be included in the applicable

FFP.

Differences in Contractor travel distance, freight expense, fuel costs, dealer destination charges, transportation method, lodging, or other Contractor costs associated with delivery do not constitute a basis for separate reimbursement.

B.18 INSPECTION AND ACCEPTANCE

The MCPV trailer and Prime Hauler Vehicle are separately priced deliverables and may be separately inspected and accepted.

However, where both are ordered as an associated MCPV capability, the Contractor remains responsible for successful interface and operational compatibility between the two items.

A partially completed trailer, incomplete mission system, vehicle lacking required equipment or modifications, or other nonconforming configuration does not constitute an acceptable deliverable.

The Government’s acceptance of an individual item does not waive latent defects, warranty requirements, or the Contractor’s responsibility for compliance with the contract.

B.19 INVOICING AND PAYMENT

The Contractor may invoice following Government acceptance of the applicable CLIN deliverable in accordance with the inspection, acceptance, and payment provisions of the contract.

Unless separately authorized by the contract, purchase of components, commencement of fabrication, completion of interim milestones, shipment, or arrival at the delivery location does not independently constitute entitlement to payment.

Payment shall be based upon the FFP established for the applicable CLIN and delivery order.

B.20 OPTIONS

Exercise of an option extends the period during which the Government may issue delivery orders against the applicable option-period CLINs.

Exercise of an option does not obligate the Government to order any minimum quantity during the option period.

Option-period quantities are estimates only.

B.21 ADDITIONAL OR OPTIONAL REQUIREMENTS

15F06726R0000194/0001 Page 15 of 70

The Contractor shall not provide or invoice the Government for additional equipment, accessories, enhancements, services, or other items that are not required by the contract or expressly ordered by an authorized Contracting Officer.

The following shall not be ordered through a generic ODC or miscellaneous CLIN:

a. Additional training beyond the initial familiarization included with each MCPV trailer;

b. Spare-parts packages;

c. Non-warranty repair services;

d. Replacement components purchased independently of a complete MCPV trailer;

e. Replacement Prime Hauler Vehicles beyond quantities ordered under the established vehicle CLINs;

f. Post-delivery system upgrades or modifications;

g. Additional technical-data packages; or

h. Other separately identifiable supplies or services.

If the Government determines that one of these requirements should be independently orderable and it is within the scope of the contract, the Contracting Officer shall establish an appropriately described and priced CLIN through written contract modification before ordering the requirement.

Section C - Description/Specifications/Statement of Work

C.1 General Description The Contractor shall design, engineer, manufacture, integrate, inspect, test, document, train, deliver, warrant, and support Tier II Mobile Command Post Vehicle (MCPV) systems that provide rapid-deployment command, control, communications, and computer capabilities for FBI missions. Each MCPV shall be delivered as a complete, fully integrated, fully tested, roadworthy, and operationally ready system.

C.3 Contract and Delivery-Order Relationship

15F06726R0000194/0001 Page 16 of 70

The base IDIQ contract establishes the general scope, requirements, terms, and conditions applicable to all orders. Each delivery order will identify the specific quantity, ordered configuration, optional items, Government-furnished equipment or information, delivery location, schedule, funding, and any other requirements applicable to that order.

A delivery order may further define or select among contractually authorized configurations but shall not revise the scope or terms of the base contract. Any conflict shall be resolved in accordance with the Order of Precedence provision or clause included in Section I.

C.4 Phased Design/Build Approach The Contractor shall perform the requirement as a phased design/build effort. The work shall include requirements validation, concept design, preliminary design, digital-model review and physical mockup review when ordered, critical design review, establishment of an approved configuration baseline, fabrication and testing of one production-representative first article, correction and retesting of deficiencies, and transition to controlled production if additional trailers are ordered.

Government participation in design reviews is intended to provide operational input, permit selection among compliant alternatives, identify usability concerns, and verify progress. Government review, comment, concurrence, witnessing, or approval shall not relieve the Contractor of responsibility for the adequacy, integration, safety, regulatory compliance, maintainability, or performance of the design.

C.5 First-Article Requirement The Contractor shall produce one production-representative first-article Tier II MCPV trailer in accordance with the approved design baseline. The Contractor shall perform the required inspections, demonstrations, and tests;

submit all required test data and reports; correct and retest deficiencies; provide final as-built documentation;

and support Government first-article review and approval.

The approved and accepted first article shall be an operational deliverable, shall serve as the manufacturing and configuration standard for subsequent production vehicles, and shall count as one of the thirteen trailers contemplated under the contract.

C.6 Production Vehicles Following written first-article approval, the Government may, but is not obligated to, order up to twelve additional production trailers. Each production vehicle shall conform to the approved first-article configuration and all Contracting Officer-approved engineering changes applicable to that vehicle. Each vehicle shall be separately inspected, tested, documented, trained, delivered, and accepted.

The Contractor shall not incorporate substitutions, component changes, software changes, design changes, or production deviations without compliance with the contract configuration-management requirements and written authorization when required.

C.7 Prime Haulers When identified in a delivery order, the Contractor shall provide, upfit, integrate, test, document, deliver, and warrant an associated prime hauler vehicle meeting the Technical Specifications. The Contractor shall ensure complete interoperability between the prime hauler and the MCPV trailer, including electrical, fuel, generator, camera, emergency-lighting, communications, interface, and safety systems.

C.8 Government-Furnished Property, Equipment, and Information Government-furnished property, equipment, and information, when applicable, will be identified in the contract or individual delivery order. The Contractor shall identify required interfaces and Government decision dates during requirements validation; inspect furnished items upon receipt; promptly notify the Contracting Officer of damage, shortages, incompatibilities, or insufficient information; and integrate furnished items into the complete MCPV system as required by the contract.

15F06726R0000194/0001 Page 17 of 70

C.9 Requirements Traceability and Objective Verification The Contractor shall maintain the Master Requirements Traceability Matrix throughout contract performance.

The matrix shall identify each requirement, applicable design or implementation reference, verification method, objective acceptance criteria, inspection or test record, deficiency or corrective-action status, engineering-change reference, and final Government verification status.

The matrix is a traceability and administration tool and does not independently change the contract. Only the Contracting Officer may authorize a change to the contract requirements, price, delivery schedule, or approved configuration baseline.

C.10 Deliverables The Contractor shall provide all design, engineering, program-management, quality, inspection, test, training, warranty, software, configuration, and as-built deliverables required by the PWS, Technical Specifications, Master Requirements Traceability Matrix, and applicable delivery order. Deliverables shall be complete, accurate, revision controlled, searchable, and identified to the applicable contract, order, vehicle, configuration, date, and revision.

Section D - Packaging and Marking

D.1 General The Contractor shall preserve, protect, package, secure, and mark each MCPV, prime hauler, component, accessory, spare, tool, document, and other deliverable in a manner that prevents damage, deterioration, contamination, loss, tampering, or unsafe conditions during storage, handling, loading, transportation, unloading, and delivery. Commercial practices are acceptable when they provide protection equal to or greater than the requirements of this section.

D.2 Vehicle and Installed-System Protection Each vehicle shall be delivered clean and protected from weather, road debris, moisture, corrosion, vibration, and movement during transportation. Doors, windows, roof openings, slide-outs, mast systems, awnings, antennas, cabinets, equipment racks, monitors, cameras, batteries, generator components, and other movable or sensitive items shall be secured in their transport configuration.

Protective coverings, blocking, bracing, or temporary shipping devices shall not damage finishes, obscure required safety information, interfere with lawful transportation, or require destructive removal. All temporary shipping restraints and protective materials shall be identified and removed by the Contractor before final turnover unless the Government directs otherwise.

D.3 Loose-Shipped Equipment and Accessories Loose-shipped equipment, keys, tools, cables, adapters, remotes, spare components, consumables, manuals, credentials, and accessories shall be individually protected and packaged by vehicle. Each package or container shall include an itemized contents list and shall identify the corresponding vehicle identification number, trailer serial number, delivery order number, and package sequence, as applicable.

D.4 Documentation and Electronic Media

15F06726R0000194/0001 Page 18 of 70

Hard-copy documents, when required, shall be protected from moisture and damage. Electronic media shall be packaged to prevent loss or corruption and shall be free of malicious code. Passwords, administrative credentials, cryptographic information, or other sensitive access information shall not be placed in an unsecured shipping container or displayed on an exterior packing list. Such information shall be transferred using a Government-approved secure method.

D.5 Marking Shipping documents, packing lists, and loose-shipped packages shall identify, as applicable:

a. Contract number and delivery order number;

b. Contractor name;

c. Delivery destination and Government point of contact;

d. Vehicle identification number, trailer serial number, or other unique identifier;

e. Package number and total number of packages;

f. Gross weight and special handling instructions when applicable; and

g. A complete itemized contents list.

No exterior FBI seal, organizational identification, law-enforcement marking, mission designation, or other Government-identifying marking shall be applied to a vehicle, shipping container, or package unless expressly authorized by the applicable delivery order or the Contracting Officer.

D.6 Government-Furnished and Sensitive Items Government-furnished property and equipment shall retain all required Government property identification and accountability markings. Controlled Unclassified Information, security-sensitive information, or other protected material shall be packaged, marked, transmitted, and handled in accordance with the contract security requirements and written Government direction.

D.7 Damage, Shortage, or Loss The Contractor shall promptly notify the Contracting Officer of any known or suspected damage, shortage, loss, tampering, or substitution occurring before Government delivery. Notification and Government observation do not relieve the Contractor of responsibility for correction, replacement, transportation, or other obligations under the contract.

Section E - Inspection and Acceptance

E.1 General Inspection and acceptance shall be governed by the applicable clauses in Section I, this Section E, the PWS, Technical Specifications, approved test procedures, Master Requirements Traceability Matrix, and the applicable delivery order. Acceptance is the responsibility of the Contracting Officer or an authorized Government representative designated in writing.

The Contractor is responsible for tendering only supplies and deliverables that conform to all contract requirements. Government inspection, review, witnessing, comment, concurrence, or approval does not relieve

15F06726R0000194/0001 Page 19 of 70 the Contractor of responsibility for design adequacy, materials, workmanship, integration, safety, regulatory compliance, quality, testing, documentation, or final contract compliance.

E.2 Contractor Inspection and Quality Control The Contractor shall perform all inspections, examinations, analyses, certifications, demonstrations, and tests necessary to substantiate compliance before tendering any design deliverable, first article, production vehicle, prime hauler, documentation package, or other deliverable to the Government. The Contractor shall maintain complete objective evidence and make it available to the Government upon request.

The Contractor shall implement the approved Quality Control Plan and shall maintain material and component traceability, inspection records, test data, nonconformance reports, corrective-action records, configuration records, and final compliance certifications for each vehicle.

E.3 Government Access and In-Process Inspection The Government may inspect work and review records at any time and place where contract performance occurs, including Contractor and subcontractor facilities, subject to reasonable coordination and applicable security and safety requirements. The Contractor shall provide access to the work, personnel, records, equipment, facilities, and test data necessary for Government quality assurance.

Government in-process inspections may include design reviews, material and component inspections, structural and fabrication inspections, wiring and workmanship inspections, system-integration inspections, configuration audits, functional demonstrations, test witnessing, and review of quality and corrective-action records.

E.4 Design Deliverable Review and Approval Design deliverables shall be submitted in accordance with the PWS and approved schedule. Government review or approval of a design deliverable authorizes progression only to the extent stated in the written approval.

Design approval is not final acceptance of the MCPV, does not constitute a warranty waiver, and does not shift design responsibility to the Government.

The Contractor shall not begin irreversible vehicle fabrication before the Contracting Officer provides the written authorization required following Critical Design Review, except for long-lead materials or activities expressly authorized in writing.

E.5 First-Article Inspection, Testing, and Approval The Contractor shall perform first-article testing on one production-representative Tier II MCPV trailer in accordance with FAR

52.209-3, the contract, the Government-approved First-Article Test Plan, and the Master Requirements Traceability Matrix.

First-article testing shall normally be conducted at the Contractor's facility. The Contractor shall provide the facilities, equipment, instrumentation, personnel, utilities, safety support, test procedures, records, and other resources necessary to conduct the required testing.

Government representatives intend to be present for designated first-article inspections, demonstrations, and tests. Government personnel may witness testing, observe test execution, review instrumentation and measurements, participate in demonstrations, request repetition of test steps when reasonably necessary to verify results, examine test data and records, and perform or require supplemental verification necessary to determine compliance.

Government participation in, witnessing of, or observation of first-article testing does not transfer responsibility for conducting the required first-article testing from the Contractor to the Government and does not relieve the Contractor of responsibility for demonstrating complete compliance with the contract.

The first article shall be fabricated and integrated using processes, controls, tooling, suppliers, and facilities representative of the

Contractor's proposed production approach to the extent practicable. The Contractor is not required to reserve or use the same facility for all potential follow-on quantities; however, any material difference between first-article and planned production facilities, 15F06726R0000194/0001 Page 20 of 70 processes, tooling, suppliers, or controls shall be disclosed to the Contracting Officer and addressed in the production-transition and configuration-control approach before production release.

The Contractor shall provide the advance notice required by FAR 52.209-3 and the approved schedule so the Government may review procedures and attend designated inspections, demonstrations, and tests. The Contractor shall submit complete procedures, objective pass/fail criteria, raw data, inspection and test records, certifications, deficiency records, corrective actions, regression-test results, and a final First-Article Test Report.

The Contracting Officer will provide written approval, conditional approval, or disapproval of the First Article. Approval shall not be inferred from Government attendance, participation, witnessing, review comments, possession, use, or authorization to continue limited activities.

E.6 First-Article Acceptance and Contract Quantity First-article approval and final acceptance are separate determinations.
