ATTACHMENT 1:
TECHNICAL SPECIFICATIONS
TIER II MOBILE COMMAND POST VEHICLE (MCPV)
Organization and Traceability. This attachment is organized in engineering sequence. Numbered subsections are the traceability identifiers used in Attachment 3, Master Requirements Traceability Matrix. All bullets within a subsection are cumulative minimum requirements unless the text expressly states otherwise. Individual bullets do not require separate RTM rows; a subsection is compliant or verified only when all applicable bullets within that subsection are satisfied.
Scope and Document Relationship. This attachment establishes the product-level technical baseline for the Tier II MCPV and, when ordered, the prime hauler. The PWS governs the design/build process, first-article execution, program management, quality and verification activities, deliverables, training, warranty, and lifecycle support. Section E governs Government inspection and acceptance, and Section H governs special contract requirements. Attachment 3 supports compliance and verification but does not replace or modify the technical requirements in this attachment.
