About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick issued a Special Notice on February 4, 2026, regarding Commercial Move Management Services. This market research initiative seeks industry feedback on a draft Performance Work Statement and pricing structure for a potential Blanket Purchase Agreement under GSA Multiple Award Schedule contract SIN 531. The notice is issued pursuant to FAR Part 10, FAR 8.401, and VAAR 819.70, and explicitly states that responses will not result in an award or establishment of a BPA. The anticipated requirement encompasses end-to-end management of employee relocation services, including homesale transaction support, move coordination for both CONUS and OCONUS locations, and quality control and reporting functions. The VA anticipates approximately 50-75 homesales annually with average home sale prices between $460,000 and $500,000 in the CONUS market.
The VA's primary objective is to gather market data to support its small business set-aside determination and to refine the draft PWS and pricing structure based on contractor feedback. Interested vendors must submit responses by February 18, 2026, addressing nine specific evaluation areas outlined in the draft RFQ, including core move management services, homesale transaction management, OCONUS and TCS support, surge capacity, and performance reporting capabilities. The notice encourages participation from small businesses, including SDVOSBs, VOSBs, WOSBs, HUBZone, and 8(a) firms, as well as other contractors capable of performing the requirement, with participation open to all eligible contractors regardless of size. Responses should not include pricing, technical proposals, or past performance submissions at this time; rather, the VA is requesting industry commentary on the feasibility and reasonableness of the draft pricing structure and overall viability of a small business set-aside. The anticipated BPA will have a $75 million ceiling with a base year plus four one-year options, contingent upon the VA's set-aside determination.
