About this opportunity
The U.S. Department of Education's Institute of Education Sciences (IES) is seeking to award three separate contracts for the National Assessment of Education Progress (NAEP) Assessment Content Team. The solicitation covers three critical tasks: Assessment Content Development, Scoring, and NAEP Platform Development, which will support the nation's largest and most comprehensive assessment of student achievement across subjects like civics, mathematics, reading, science, writing, and U.S. history. Potential contractors must demonstrate capabilities in developing assessment content, maintaining cognitive item pools, configuring digital and paper-based assessments, and supporting scoring processes. Proposals will be evaluated based on detailed criteria outlined in Sections L and M of the solicitation documents, with a focus on technical approach, past performance, and pricing. Clarification questions from potential offerors are due by July 22, 2024, and complete proposals must be submitted electronically by 10:00 AM Eastern Standard Time on September 9, 2024, with an anticipated contract award in November 2024.
The solicitation is set aside for Women-Owned Small Businesses (WOSB) and will result in contracts with a one-year base period and four 12-month optional years. While specific incumbent contractors are not extensively detailed, the documents suggest transitions from existing NAEP system vendors. The potential contract values appear substantial, with pricing templates indicating significant funding across the three task areas. The place of performance is Washington, DC 20202, and the total contract period spans from November 2024 through October 2029. The contracts will support the development of critical educational assessment tools, including the next-generation digital platform (eNAEP), scoring mechanisms, and comprehensive assessment content that will provide national insights into student achievement and educational trends across various academic disciplines.
