About this opportunity
The U.S. Department of Education is seeking qualified entities to establish a coalition team of contractors to carry out three key tasks related to the National Assessment of Education Progress (NAEP) program: Program Operations Coordination, Sampling & Weighting, and Design Analysis & Reporting. The solicitation outlines detailed requirements and objectives for each task, including supporting NCES strategic planning, conducting psychometric analysis, developing assessment designs, and providing general program oversight. Proposals will be evaluated on factors such as technical approach, management plan, personnel qualifications, and past performance. Offerors must submit proposals by 10:00 AM EST on August 19, 2024, and the anticipated award date is November 2024. The contracts will have a 12-month base period and four 12-month option years.
This solicitation is set aside for Women-Owned Small Businesses (WOSB). The overall contract value is expected to be substantial, with separate awards for each task expected to range from $23 million to over $120 million. The place of performance is Washington, DC. While incumbent contractors are not explicitly named, the scope and scale of the NAEP program suggest that experienced organizations in educational assessment and research are likely to compete.
