About this opportunity

The Department of the Air Force Air Education and Training Command seeks commercial demolition and hazardous material abatement services to remove Building B5907 (a sanitary latrine) at Joint Base San Antonio Camp Bullis, Texas, with proposals due September 4, 2026. This is a small business set-aside procurement using a request for quotation (RFQ) under FAR Part 12 procedures.

Place of performance is San Antonio, Texas (5905 Ft. Sam BLDG 5907, Camp Bullis, TX 78257). The building measures approximately 570 square feet and is a one-story wood-frame structure. The contractor must complete all demolition work, including removal of the concrete slab, limestone foundation, stairs, and all below-ground structures to a depth of three feet, with the adjacent retaining wall remaining in place. All work must be completed within 90 days of contract award (performance period September 11 through October 9, 2026). The contractor must disconnect, cap, or plug all overhead and underground utilities within five feet of the building; remove and dispose of all demolition debris; backfill with topsoil, compact, and grade for positive drainage; and establish Bermuda grass seeding watered for one week.

An updated hazardous materials survey dated June 26, 2026 identifies asbestos-containing materials (Chrysotile in tar mastic on a bench and in six-inch Transite pipe in the Men's Shower Room heater area) and lead-based paint on exterior surfaces. The contractor must manage hazardous waste through qualified contractors with appropriate containment and conduct TCLP sampling for waste disposal. A Texas demolition contractor's license is required. The contractor must comply with DOD waste diversion requirements of 60 percent non-hazardous solid waste recycling or reuse. Minimum bodily injury liability insurance of $500,000 per occurrence is required.

A mandatory site visit is scheduled for August 27, 2026, at 9:00 AM CST; contractor representatives (limited to two per company) must register by August 20 and obtain base passes by 8:00 AM CST on August 26. Written questions are due September 1 at 11:00 AM CST. Evaluation uses lowest-price technically acceptable methodology, ranking quotes by price and evaluating the three lowest for technical acceptability under three factors: Work Plan and Key Personnel, Safety and Hazardous Materials Abatement Plan, and Project Schedule & Milestones. Only technically acceptable quotes are eligible for award. Quotes must be submitted by email to Alexis Garcia (alexis.garcia.14@us.af.mil) and Norena Phillips (norena.phillips@us.af.mil) and must remain effective for 60 days after submission.
