About this file
This is a Questions & Answers document for a demolition and abatement service requirement at Camp Bullis, being procured as a service rather than construction.
The project involves full demolition of a building structure approximately 570 square feet, including removal of the concrete slab, limestone foundation, and stairs, with the adjacent retaining wall remaining in place. All work must be completed within 90 days of contract award, following a four-phase approach. The contractor must remove and dispose of all demolition debris, disconnect or cap all utilities (electrical by CPS Energy, gas, and water lines capped after the meter), and manage hazardous materials through a qualified hazardous waste removal contractor with appropriate containment. The site requires backfilling with topsoil, compaction, grading for positive drainage, and grass establishment using Bermuda seed watered for one week. An updated regulated materials survey dated July 2026 indicates the presence of asbestos-containing materials (ACM), requiring TCLP samples for waste disposal; however, no asphalt removal or bond is required. Dumpster placement is flexible and may be positioned in parking spaces near building 5907 without blocking roadways. The contractor initiates utility disconnects, with government coordination occurring afterward through the GPOC and energy team. A subcontractor's license and past performance documentation in writing to the prime contractor satisfies demolition licensing requirements. Pre- and post-demolition topographic surveys may use reduced scope standards due to the building's small footprint. Site visit attendance is not a condition of quote submission, though photos from the scheduled August 27 site visit will be provided; no additional escorted access will be available before the closing date.

Questions & Answers – Demo w/ Abatement Camp Bullis
**Please note this requirement is being done as a SERVICE requirement, NOT as a construction requirement.**
Question Government Response
1. I wanted to check whether temporary containment will be needed for this project, given that hazardous materials are involved in the process.
Containment is needed for all hazardous material by a qualified Hazardous Waste removal contractor.
2. On Page 10 of the RFQ it states Delivery of performance from Sept 11 through Oct 9, 2026. I cannot find anywhere else in the RFQ or the SOW a reference to Period of Performance for this action. Am I right to assume the expectation is the full execution is to take place in a matter of approximately 4 weeks? I am hoping I am misunderstanding what I am reading and this is in reference to funding period for the awarding of the TO within FY ’26. My concern with this would be the Submittal, review, and approval of Pre-Construction documentation as defined in the SOW
It is referenced in the 3rd paragraph of the 1st page of the PWS.
The Contractor shall remove and dispose of all demolition debris from the sites. This project will follow a four-phase approach, with all periods of performance to be completed within 90 days of contract award.
3. TCEQ notification of Demo and Abatement (typically a 10 day process) that we would need to get through before NTP for physical demolition/abatement?
Base environmental will submit Demo and Abatement notification once contract is awarded.
4. Referencing SOW section 2.3 - It looks like the gas line Ts off the mainline underground. Not seeing a meter/valve we could cap at. This would most likely need to be performed by the utility provider at the expense of the account holder. Can the government confirm if this an active line or has a shutoff/meter where the line can be safely capped upsteam?
For previous demos on Fort Sam the contractor initiates the disconnect and then the GPOC will coordinate with the gov energy team at a later point if needed.
5. Referencing SOW section 2.2 - Is the intent to remove the concrete slab and the limestone wall/foundation (outlined in red) and leave alone the adjacent retaining wall. As the general 5' rule would indicate the contractor to demo the retaining wall to 5'.
All parts of the building need to be demolished as referenced on the Demo limits page. Including the foundation and the stairs. The retaining wall can remain.
6. Referencing SOW section 2.2 - Can the government confirm demolition on the lower side of the building the demo work would stop at each of the 3 step landings (2 of 3 shown for reference), and demo would not include any of the stone pathways to the steps?
All parts of the building need to be demolished as referenced on the Demo limits page. Including the foundation and the stairs. The retaining wall can remain.
7. Referencing SOW section 2.3 - The electrical utility is provided by CPS energy. When disconnecting the service on behalf of the account holder we would need the account information, they may require the account holder to make the request. Any service fees would then be charged to the current account holder. Can the government confirm there is no expectation to reimburse the government for any account charges that may be incurred for service disconnect?Link Reference https://www.cpsenergy.com/en/construction-and-renovation/step-by-step-process/removal-of-service.html
For previous demos on Fort Sam the contractor initiates the disconnect and then the GPOC will coordinate with the gov energy team at a later point if needed.
8. Referencing SOW section 2.3 - The contractor can cap the water AFTER the meter. Any work performed upsteam of the meter would need to be performed by the utility provider for Camp Bullis which is American Water. Can the government confirm if the line will need to be capped before or after the meter?
The line can be capped after the meter which belongs to the base. The area will be redesigned for a project, at that time AW will have to redesign the area.
9. Referencing SOW section 2.2 - States the requirement for removing asphalt. On the site visit it appeared all asphaltic paving was outside the demolition area. Is there a certain amount of asphaltic paving expected to be removed, and if so can the government identify the expected amount?
No asphalt is to be removed at all, as asphalt removal is not part of the demo limits area.
10. Is there any requirement for a bond? No.
11. A contractor stated that they were unable to receive a quote for disconnect/removal of the water meter and piping up to 5ft from a structure, due to being a 3rd party.
we put in the SOW to disconnect within 5ft of the building because that belongs to the base and not American Water.
There are future plans for that area around 5907 and that project can pay for redesign the water/sewer infrastructure.

For CPS the contractor had to initiate the disconnect for power and gas if it runs to the buildings and the 802d can coordinate with the Gov(energy team) CPS poc.
12. Updated regulated materials survey. During the site visit we were advised that an updated regulated materials survey would be provided, and we understand the building may have been reevaluated recently. Attachment 4 is dated May 2013 and is described within the report itself as limited and non-destructive. We would be grateful to know whether that updated survey will be shared with all offerors and, if possible, by what date. Should it not be available before the closing date, we would welcome your guidance on how the Government would like offerors to treat any regulated materials that may later be identified.
The updated survey has been posted to SAM.gov, attch 4.
13. Extent of lead-based paint. Attachment 4 identifies lead-based paint at 0.51% by weight on a white gypsum board wall.
During the site visit we observed deteriorated and peeling paint throughout, on both the exterior wood siding and the interior surfaces. For pricing purposes, we would appreciate confirmation as to whether offerors should assume that lead controls under 29 CFR 1926.62 apply to the entire structure, or only to the component identified in the 2013 report.
There is an updated survey that details results.
14. Septic tank or vault. SOW paragraph 3.1 addresses septic structures, and during the site visit we observed sanitary access covers around the building. We would be grateful to know whether the Government has record drawings indicating the location, dimensions and capacity of such a structure, whether it remains in service, and whether the requirement to pump, crush and backfill contemplates full removal or removal to a specified depth.
Per the utility attachment there are no septic tank present.
15. Water service disconnection. The Statement of Work directs coordination of utility disconnection and associated fees with CPS. During the site visit we observed a San Antonio Water System meter box and service line at the building. We would appreciate confirmation as to which party will coordinate and cover the disconnection and capping of the potable water service, and whether that coordination is routed through the
GPOC.
we put in the SOW to disconnect within 5ft of the building because that belongs to the base and not American Water.
There are future plans for that area around 5907 and that project can pay for redesign the water/sewer infrastructure.
For CPS the contractor had to initiate the disconnect for power and gas if it runs to the buildings and the 802d can coordinate with the Gov(energy team) CPS poc.
16. Demolition licensing requirement. During the site visit we were advised that the applicable licensing requirement would be verified. We understand that the State of Texas does not issue a general contractor or demolition contractor license.
We would welcome your guidance on what documentation satisfies this requirement and, in particular, whether it is acceptable for the licensed capability to be held by a subcontractor committed in writing to the prime contractor, consistent with FAR 9.104-3(d).
The subcontractor’s license/ past performance in writhing to the prime will be sufficient for the work being completed on this project.
17. Topographic survey requirement. SOW paragraph 2.12 requires pre- and post-demolition surveying to Corps of Engineers 3rd Order, Class I standards, with AutoCAD deliverables at 1 inch equals 30 feet. Given that the structure is approximately 570 square feet on an existing paved site, we would appreciate confirmation as to whether the full standard applies or whether the Government would consider a reduced scope. We are fully prepared to meet the requirement as written if so confirmed.
Due to the small footprint of the building. The Gov will except a reduced scope for the topographic survey.
18. Do all utilities get capped and how far from the building. All utilities need to be disconnected or capped per the PWS.
19. Does the existing retaining wall remain, if damaged do we repair, SOW doesn’t mention this.
The existing retaining wall will remain and is not part of the demo limits attachment. If the wall is damaged during demo the contractor will be responsible to repair.
20. Is the building sitting on slab on grade or piers? Slab on grade.
21. After demo, does the site get backfilled with topsoil, select fill, and compacted?
Yes. The site needs to be backfilled, compacted with topsoil and graded for positive drainage.
22. Are Roll-On dumpsters the only dumpsters allowed? No. Means and methods how the C&D waste is hauled off is up to the contractor.
23. Where do we place the dumpsters? The dumpsters can be placed in the parking spaces close to 5907. Avoid blocking the road way.
24. Are we responsible for closing off the street during working hours and then reopen at the end of the day?
Yes. That road has light traffic and may not need complete closure.
25. Since there is no ACBM as per survey, are TCLP Samples needed for Waste Disposal?
Per the updated survey Jul 2026. There are ACM present in the building materials.
26. If grass is required to be placed after demo, what type? Who is responsible for watering, and for how long?
The PWS states establishment of grass. Bermuda can be used. Seed needs to worked in to new topsoil and watered for 1 week.
27. Will the government (customer) request Electric Disconnect? For previous demos on Fort Sam the contractor initiates the disconnect and then the GPOC will coordinate with the gov energy team.
28. The RFQ scheduled a site visit for Thursday, 27 August at 9:00 AM CST, with attendance confirmation due 20 August. Is attendance at that visit a condition of submitting a responsive quote, or may a quote be submitted without it?
No, attendance is not a condition of submitting a quote. Quotes can be submitted without having attended the site visit.
29. If attendance is not a condition, is a later site visit or escorted access available before the closing date? The Statement of Work directs the contractor to incorporate information and data from the pre-bid site visit into the Phase 1work plans, so I want to be certain a quote built without that visit would still be complete and acceptable.
No later site visits or escorted access will be available. Photos of the site visit will be uploaded.
