About this file

This document is an environmental survey report conducted by Argus Environmental Consultants, LLC on Building 5907 at Joint Base San Antonio (JBSA) - Camp Bullis in San Antonio, Texas.

The survey included a limited asbestos and lead-based paint (LBP) assessment of interior materials within the latrine building. For the asbestos evaluation, Argus Environmental performed visual assessment of interior finish materials, identified suspect asbestos-containing materials (ACM) into homogeneous areas per EPA guidelines, collected nine random non-destructive bulk samples from three homogenous areas (wall texture, gypsum board, and joint compound), and conducted laboratory analysis using Polarized Light Microscopy (PLM) with EPA Methods 600 and 400. For the LBP survey, the firm completed visual evaluation of interior paint finishes, identified suspect paint into homogenous areas by color and substrate, collected four random non-destructive paint samples from metal pipe, gypsum board wall, wood window frame, and wood door, and performed laboratory analysis using Flame Atomic Absorption (EPA Method SW 8463050B*/7000B). The survey was performed on May 15, 2013 by Bonnie L. Lee, a Texas DSHS-licensed asbestos and lead inspector.

Key findings indicate that asbestos was not detected in any of the nine bulk samples analyzed. However, lead-based paint exceeding the EPA's minimum regulatory threshold of 0.5% by weight was identified in sample 5907-L2 (gypsum board wall with white paint) at 0.51% lead by weight. The remaining three lead samples (metal pipe, wood window frame, and wood door) tested below regulatory thresholds. Recommendations require contractors to be informed of the absence of ACM and the presence of LBP on the white gypsum board wall surface. The report notes that OSHA 29 CFR 1926.62 regulations apply, and contractors must implement appropriate personal protective measures. The survey's scope was limited to sampled materials only, with no warranty provided for unsampled areas, inaccessible spaces, or materials hidden behind walls or flooring.

Building 5907, JBSA-CB 2

The asbestos and lead-based paint survey was performed on 15 May 2013 by Bonnie L.

Lee, Texas DSHS Asbestos Inspector License #602834 and Texas DSHS Lead Inspector

License #2060868.

Bulk Samples:

Asbestos

Nine samples were collected from inside Building 5907.

The following homogenous areas were identified and bulk samples collected:

Homogenous

Area

Description

Sample IDs

1 Wall Texture CB5907-H1ABC

2 Gypsum Board CB5907-H2ABC

3 Joint Compound CB5907-H3ABC

Lead

Four samples were collected from inside Building 5907.

The following building painted surfaces were identified as potentially containing LBP and sampled:

Sample ID Description

5907-L1 Metal Pipe – Cream, Green, Yellow

5907-L2 Gypsum Board Wall – White

5907-L3 Wood Window Frame – White, Green

5907-L4 Wood Door – Brown, Gray

Conclusions:

Asbestos was not detected in any sample layer.

Building 5907, JBSA-CB 3

Greater than the EPA’s minimum regulatory level of 0.5% by weight (wt.) was identified by laboratory analysis in the following sample:

Sample ID Description/Location Percent (%) Lead by Weight (wt.)

5907-L2 Gypsum Board Wall - White 0.51%

Lead-based paint was not detected in any of the remaining samples.

Recommendations:

Pursuant to the JBSA FSH and CB Asbestos Operations and Management Plan, inform contractors involved with any construction, demolition, renovation or related activities that

ACM was not identified.

Pursuant to the JBSA FSH and CB LBP Operations and Management Plan, inform contractors involved with any construction, demolition, renovation or related activities that white lead-based paint was identified on the gypsum board wall and any additional building components with the same color. Contractors must ensure appropriate personal protective measures to adequately protect workers and any building occupants, where present.

Regulations from the Occupational Safety and Health Act (OSHA) 29 CFR 1926.62 apply.

If materials are to be disposed of, then additional testing may be required using the Toxicity

Characteristic Leaching Procedure (TCLP) for waste characterization.

Due to the limited nature of this survey, Argus Environmental Consultants, LLC does not warrant the existence or non-existence of ACM or LBP in areas not sampled. For example, destructive sampling, evaluation in any inaccessible areas, or any areas of the building outside the proposed evaluation has not been done. Therefore, any suspect materials hidden in or behind walls, under the flooring or other inaccessible areas are not included in this report. Argus Environmental Consultants, LLC only warrants the existence or non-existence of asbestos and LBP in those materials actually sampled.

During all future renovation, demolition or construction activities, any material(s) suspected to contain asbestos or lead that has not been previously sampled should be evaluated and bulk samples collected for appropriate laboratory analysis prior to disturbance/removal.
