This is a Total Small Business set-aside (NAICS 238210, size standard $19 million). Amendment 0002, effective July 30, 2026, extended the deadline from July 30 to August 3 at 5:00 PM Eastern.
Place of performance is the Davis Barracks Chiller Plant, West Point, NY. Work shall be performed between 7:00 AM and 3:30 PM, subject to USACE Safety and Occupational Health Requirements (EM 385-1-1) and OSHA compliance.
The scope includes four phased deliverables: Phase I – interim integration and point binding between the existing Honeywell system and new Distech controllers (due within 30 days of award); Phase II – native logic development and submittals in open native Niagara 4 format; Phase III – final cutover and commissioning with functional performance testing witnessed by government; Phase IV – as-builts, graphics, updated sequence of operations, and eight hours of on-site operator training. The work integrates new CEAC equipment (Chiller-7, Cooling Tower-7, primary and secondary chilled water pumps CHWP-6/7 and SCHWP-3/4, condenser water pumps CWP-6/7, heat trace) into a unified 7-chiller plant control system. No custom-programmed or compiled code (Java .jar files) is permitted; only standard native Niagara components are acceptable. The contractor must demonstrate Niagara N4 certification and expertise in multi-vendor LonWorks environments with relevant experience performing similar central plant controls migrations at federal or institutional campuses.
The magnitude of construction is between $100,000 and $250,000. Period of performance is 365 days from contract award. All work is warranted defect-free for one year from final system acceptance. Payment is based on actual services performed at applicable contract unit prices, invoiced monthly or upon completion. All vendors must maintain active SAM.gov registration at the time of submission to be considered responsive. The solicitation requires submission of a Solicitation Survey form documenting company information, years of experience, key personnel, certifications (including Niagara N4 certification), subcontractor arrangements, and three contract references from the past three years with similar scope and complexity.
