About this file
This is Amendment 0001 to a federal solicitation (W912WJ26QA137) issued by the W2SD ENDIST New England KO Contracting Division for the U.S. Army Corps of Engineers. The amendment, effective July 27, 2026, extends the solicitation closing date to July 30, 2026 at 5:00 PM Eastern and provides responses to 16 industry questions regarding a Building Automation System (BAS) migration project at Davis Barracks Chiller Plant.
The project involves migrating the existing chiller plant BAS from a proprietary, compiled-code architecture to a fully native, open, and editable Niagara 4 format. Key technical clarifications confirm that Chillers 1-6 are currently controlled by Honeywell Spyder field controllers with centralized logic in a single JACE supervisory controller, and that the core control logic resides in a custom JAR file requiring complete removal and reprogramming. Chillers 1-6 databases will be completely reprogrammed to implement distributed control logic across individual Spyder controllers to eliminate single points of failure. Chiller #7, controlled by Distech controllers, will be integrated in two phases: Phase I establishes temporary data-sharing for testing, while Phase II develops permanent integration with unified sequence of operations and updated operator graphics. The project scope includes only software and logic migration with no new hardware, conduit, wiring, software licensing, or controller replacement required. Phase III requires comprehensive Functional Performance Testing (FPT) with Government witness, and Phase IV includes 8 hours of on-site operator training. The current Niagara station database and custom programming components will be provided to the awarded contractor post-award, though native Distech database access will not be provided.

REQUEST FOR INFORMATION:
QUESTION 1: Can you confirm that Chillers 1 through 6 are currently connected to Honeywell Spyder controllers, and that those Spyder controllers currently contain no control logic or sequences (i.e., the logic resides at central JACE controller)?
RESPONSE 1: Yes, the Government confirms that Chillers 1 through 6 are connected to Honeywell Spyder controllers. For detailed information on the existing design, please refer to the drawings provided in Appendix A. The control logic and sequences do not reside in the individual Spyder controllers. As stated in the Performance Work Statement, the logic is centralized.
QUESTION 2: Can you confirm that the sequence of operation and all control logic for each chiller lineup (Chillers 1-6) is currently implemented in the single JACE controller, as shown on Drawing 6 of 41 in the document titled "Drawings+New+CEAC+Chiller+Cooling+Tower+and+Controls+Drawing.pdf"?
RESPONSE 2: Confirmed. Please refer to Section II, Part 3, b. Building Automation system (BAS):
"The entire plant is controlled by a centralized Honeywell Niagara 4 BAS, which manages all equipment staging, sequencing, and safeties. The core logic for this system is currently housed in a custom compiled software module."
QUESTION 3: Can you confirm that the control logic for Chiller lineups 1 through 6 resides in a custom JAR file on the JACE controller and that the JAR file needs to be completely removed from the controller logic as part of this project?
RESPONSE 3: Confirmed. The expected outcome is to migrate this proprietary logic to an open and editable format. The Performance Work Statement (PWS) clearly outlines this objective, Section II, Part 1, Summary "migrate the existing Davis Chiller Plant Building Automation System (BAS) from its current proprietary, compiled-code architecture to a fully native, open, and editable Niagara 4 (N4) format."
QUESTION 4: Can you confirm that the existing JACE controller and Spyder field controllers are intended to be reused and reprogrammed as part of this project?
RESPONSE 4: The existing JACE supervisory controller and the associated Honeywell Spyder field controllers are intended to be reused and reprogrammed as part of this project. The
W912WJ26QA1370001
Performance Work Statement (PWS) is centered on a software and logic migration rather than a hardware replacement. The scope requires reprogramming the existing infrastructure to remove the proprietary code and implement a new, open-native control sequence.
QUESTION 5: Can you confirm that the project intent is to distribute the chiller control logic locally into each Spyder controller (moving the logic from the central JACE to the individual Spyder controllers in order to eliminate the single point of failure for the entire plant)?
RESPONSE 5: Distributing the core control logic to the individual Spyder controllers is the desired approach to achieve this and eliminate the single point of failure that a centralized JACE presents.
QUESTION 6: Can you confirm that Chiller #7 (including all sequences of operation and control logic) is connected to and controlled by a Distech controller?
RESPONSE 6: The new equipment, including Chiller #7, is controlled by Distech controllers, and its integration is handled in two distinct phases. In Phase I, the goal is to create a temporary data-sharing bridge for testing by having contractor modify the existing Honeywell Niagara station.
Contractor will re-route control logic from a "donor" piece of equipment and bind it to the LonWorks objects (NVIs/Os) exposed by the Chiller #7 Distech controller (by others), followed by a manual command verification. Subsequently, in Phase II, you will develop the final, permanent solution.
This involves building a unified Sequence of Operations in an open, native format and permanently binding the control points (SNVTs) for Chiller #7 and all other new equipment into this new logic, complete with updated operator graphics. This two-phase approach enables immediate hardware testing while the final, fully integrated control system is developed.
QUESTION 7: Can you provide the startup and commissioning documentation for Chiller #7?
RESPONSE 7: Manufacturer Start-up of all new equipment including chiller #7 will happen after Phase I is completed followed by individual equipment commissioning.
QUESTION 8: Can you provide a complete set of as-installed control drawings for Chiller #7?
RESPONSE 8: Please see the additional control diagram provided in "Attachments 26QA137_Amendment 0001".
QUESTION 9: Can the Government provide a copy of the current Niagara station database, including any custom modules or programming components required to evaluate the existing BAS architecture for bidding purposes?
RESPONSE 9: Per the Performance Work Statement (PWS), the current Niagara station database and all custom programming components will be provided to the contractor who is awarded the project.
QUESTION 10: Can the existing Distech database (including passwords) be shared to allow our team to review the current program logic?
RESPONSE 10: Access to the native Distech database, including passwords, will not be provided as it is not required to perform the work outlined in the Performance Work Statement (PWS).
QUESTION 11: Can you provide a clear description of the expected owner (or third-party) acceptance testing scope, including the estimated number of hours required to complete it?
RESPONSE 11: Regarding the owner acceptance testing, the scope is defined by the Functional Performance Test (FPT) which will be executed during Phase III of the project.
a. Scope of Testing:
The FPT will be a comprehensive procedure provided by the Government to verify that all existing and new equipment (including Chillers 1-7 and associated pumps/towers) work together seamlessly as a single, unified system. The expectation is that the contractor will execute the same tests as were previously completed for the existing plant, but expanded to include all new equipment integrated in this project. A draft of the FPT procedure is included with the RFQ documents for your reference, which provides a detailed look at the testing sequences.
As stated in the PWS under Part 3, Phase III, 3.2 Functional Performance Testing (FPT), "The Contractor shall execute this test, verifying that all existing and new equipment works together seamlessly as a single entity per the approved, expanded SOO." A Government representative (TPOC/CxA) will witness the execution of this formal FPT.
b. Estimated Hours:
It is not feasible for the Government to provide a fixed number of hours for the FPT at this time.
The duration will depend on the contractor's performance and the initial success of the test. As specified in the PWS, "Any deficiencies noted must be corrected, and the relevant test procedures must be re-run until a successful result is achieved." Therefore, the total time required will be contingent on the number of deficiencies found and the time needed for correction and re-testing.
Contractors should factor the potential for troubleshooting and re-testing into their planning.
QUESTION 12: Can you confirm the number of hours of operator and owner training that are expected for this project? (Note: The Bid Schedule currently lists 8 hours of on-site training under Phase IV.)
RESPONSE 12: Confirmed.
QUESTION 13: Can you confirm that all controller databases for Chiller #1 through 6 will need to be completely reprogrammed to meet the detailed sequence of operation as per project specifications.
RESPONSE 13: Confirmed.
QUESTION 14: Can you confirm that no new control conduit, wiring, hardware, software licensing, or controller replacement is required, and that this project consists solely of reprogramming the existing BAS hardware and databases?
RESPONSE 14: Confirmed.
QUESTION 15: Can you confirm that no programming, hardware, or software modifications are required for mechanical systems outside the Davis Barracks Chiller Plant (including AHUs, RTUs, BCUs, exhaust fans, etc.)?
RESPONSE 15: Confirmed.
QUESTION 16: Please confirm that there will be no software license or revision updates required as part of this project?
RESPONSE 16: Confirmed.
