About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting proposals for Daily Commute Student Transportation Services for the Ansbach Military Community in Germany under solicitation number HE125426RE015. The contract requires comprehensive transportation services including daily commute operations for two ridership populations (99-400 and 401-700 students), safety attendants for Pre-K through 2nd grade students, driver and student safety training, and co-curricular and curricular transportation services. Evaluation will employ a best-value tradeoff approach using three factors: technical approach (staffing capability and vehicle capability, weighted equally as the most important factor), past performance, and price. Critical dates include a question submission deadline of March 23, 2026, a Non-Disclosure Agreement deadline of March 27, 2026, and a proposal submission deadline of April 8, 2026 at 12:00 p.m. EDT. Offerors must submit proposals in four volumes covering technical approach, past performance with no more than three recent contracts (with at least one from the prime contractor), pricing in Euros, and representations and certifications.

This contract carries no set-aside designation and does not identify any incumbent contractors. The contract is structured as a firm-fixed-price, indefinite-delivery/indefinite-quantity award with a base period from August 1, 2026 through July 31, 2027, four one-year option periods, and a potential six-month extension under FAR 52.217-8, with a minimum guaranteed value of EUR 2,500.00. The solicitation specifies maximum quantities for each service line item, including 3,960 safety attendant runs annually, six student safety training sessions, two driver training sessions, 800 co-curricular transportation runs, and ten curricular transportation runs. All services will be performed in Ansbach, Germany, serving the Ansbach Elementary School and Ansbach Middle/High School complexes, with contract management and 24/7 emergency response required from personnel located within 50 miles of the installation. Offerors must comply with Host Nation regulations, DoDEA standards, and comprehensive security and safety requirements including background checks, security clearances, language proficiency (minimum B1 English level), and vehicle safety standards with 98% Acceptable Quality Level performance requirement.
