About this file
This document is an attachment to a Request for Proposal (RFP) providing instructions and formatting requirements for offerors to submit past performance information as part of their proposal evaluation for student transportation services at Ansbach, Germany (Solicitation HE125426RE015).
Offerors must submit no more than three recent past performance references completed within three years of the initial solicitation issuance date. Prime contractors must submit at least one reference where they served as either the prime contractor or subcontractor/teaming partner. For subcontracting or teaming arrangements, offerors must provide past performance information for subcontractors or teaming partners for at least one effort, include the percentage of work each partner will perform, specify resources contributed, submit signed Letters of Commitment from each subcontractor/teaming partner, and describe specific roles and responsibilities. If relying on predecessor company experience, offerors must submit evidentiary documentation demonstrating the legal, organizational, or operational relationship and how the predecessor's resources, capabilities, and performance are available and applicable to the current requirement. Past performance references must demonstrate relevance in scope, magnitude of effort, and complexity comparable to the bus transportation services required. Offerors without past performance records must submit a statement indicating unavailability. A "Neutral" rating will be assigned if the prime offeror fails to submit at least one qualifying reference or does not adequately describe subcontractor/teaming partner roles and responsibilities. The evaluation will assess both the quality of past performance and performance trends to inform confidence assessment ratings.
