About this file
This file is an evaluation template for the technical approach component of proposals responding to the Ansbach Military Community Daily Commute Student Transportation Services solicitation (HE125426RE015). The template contains two primary evaluation tabs addressing staffing capability and vehicle capability, with mandatory and optional response requirements.
Tab 1 (Staffing Capability) requires offerors to provide responses to 12 mandatory questions identifying the total number of contract managers, alternate contract managers, daily commute drivers, special education (SPED) drivers, safety attendants, and safety aides proposed, with each response limited to 250 words maximum. Mandatory minimum qualifications are specified for each position, including language proficiency requirements (English and Host Nation Language at B1 level), availability by August 1, 2026, appropriate licensing, and background checks. Optional questions allow offerors to identify personnel with advanced certifications such as Installation Access, current safety training, CPR/First Aid certificates, and favorable criminal history background checks. Additional mandatory questions address staffing strategies, contingency plans for employee absences, and teaming arrangements.
Tab 2 (Vehicle Capability) requires responses to 18 mandatory questions addressing the quantity of daily commute and SPED vehicles by size category (vans, minibuses, midibus, full-size buses), additional vehicle features exceeding minimum requirements (GPS, seatbelts), compliance with temperature maintenance requirements (65-85°F), vehicle inspection timelines, preventative maintenance plans, replacement vehicle availability (45-minute emergency response), and teaming arrangements for vehicle provision. All responses must align with estimated ridership information from Attachment 7(a) and comply with Federal, State, Host Nation, and DoDEA requirements regarding school bus standards and seating capacity restrictions.
