About this opportunity

The Department of the Air Force, 436th Contracting Squadron, seeks design, fabrication, delivery, and on-site training of one Mobile Embalming Unit (MEU) housed in a new 20-foot High-Cube ISO-compliant shipping container, with quotations due September 4, 2026, and questions due August 31. The procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

Place of performance is Dover Air Force Base, Delaware. The MEU is a self-contained, deployable asset supporting Air Force Mortuary Affairs Operations' global mass casualty mission. The unit must be engineered for transportability via C-17, C-5, and standard flatbeds and operate continuously in ambient conditions from 0°F to 120°F.

Critical technical specifications include a tri-fuel generator (propane, gasoline, natural gas) with automatic electrical transfer switch compatible with 50-amp shore power accepting both 120/240V 60Hz CONUS and 220V 50Hz OCONUS municipal power; a specialized, high-performance single-pass HVAC system with at least 15 air changes per hour and Local Exhaust Ventilation to maintain formaldehyde concentrations strictly below OSHA's Permissible Exposure Limit; and integrated corrosion-resistant water tank storage with combined capacity of at least 880 gallons (275 gallons fresh, 275 gallons wastewater, 330 gallons emergency reserve). The clinical embalming suite must adhere to strict dimensional specifications and feature seamless medical-grade stainless steel cladding with non-slip, non-porous medical sheet flooring. The embalming sink must accommodate Dodge Embalming Machines on both sides.

Delivery is due within 120 days of award, FOB Destination, with all shipping costs incorporated into the firm-fixed-price contract. The contract includes on-site operational training for up to six licensed embalmers and maintenance personnel covering setup, generator operation, HVAC calibration, and equipment troubleshooting. Evaluation uses Lowest Price Technically Acceptable (LPTA) procedures with sequential review beginning at lowest price. Technical proposals are limited to 30 pages combined. Formal ATTLA certification per MIL-STD-1791 and Site Acceptance Testing including hydrostatic pressure, electrical load and voltage, and airflow velocity tests are required for final acceptance. The NAICS code is 339999, All Other Miscellaneous Manufacturing; the small business size standard is 550 employees. Contracting Officer: Jonathan C. Goodwin (jonathan.goodwin@us.af.mil, 302-677-5033).
