About this file
This is a Questions and Answers (Q&A) document clarifying technical requirements for a federal contract opportunity involving a mobile embalming unit housed in a 20-foot ISO container. The document addresses ten industry inquiries across five categories with AFMAO technical responses.
Key structural and operational requirements include: no strict weight limit for the fully integrated unit; mandatory single, rigid, non-expanding 20-foot container design; operational capability across 0-120 degrees Fahrenheit; and specific embalming laboratory dimensions (122 inches from midline wall to inner privacy door, 100 inches from sink edge to privacy door, 95 inches floor-to-ceiling, 87 inches wall-to-wall, 32 inches floor-to-sink shelf, and 26 inches floor-to-sink lip). Environmental and utility specifications mandate 880 gallons total fluid capacity configured as 275 gallons freshwater, 275 gallons wastewater, and 330 gallons emergency water storage, all contained entirely within the insulated shell with no external or modular tank expansion permitted. Water purification and filtration systems are not required. Interior layout requires separate internal privacy doors at both container ends, fixed (non-folding) stainless steel shelving, and a heavy-duty garbage disposal unit as a mandatory hard-stop requirement for the integrated embalming sink station. The HVAC, plumbing, and generator systems must function reliably across the specified temperature range.

Category A: Structural Specifications & Weight Constraints
Question 1: Maximum Weight Limits
• SOW Reference: Section 2.0 / 2.1 (Structural Housing)
• Industry Inquiry: Is there a strict maximum weight that the fully integrated unit can weigh?
• AFMAO Technical Response: No strict weight limit
Category B: Environmental & Utility Systems
Question 2: Water & Wastewater Tank Placement
• SOW Reference: Section 3.2 (Utility Connections & Fluid Storage)
• Industry Inquiry: Will the freshwater and wastewater tanks need to be stored entirely within the unit's insulated shell and refilled/emptied there, or are external/modular storage tanks acceptable?
• AFMAO Technical Response: Tanks must be stored entirely within the container's insulated shell. External or modular expansion tanks are not acceptable.
Question 3: Onboard Water Filtration
• SOW Reference: Section 3.1 (Plumbing and Water Systems)
• Industry Inquiry: Does the unit require an integrated system to purify or filter non-potable/raw municipal water before it enters the plumbing lines?
• AFMAO Technical Response: No, water purification/filtration is not required.
Question 4: Water vs. Waste Tank Ratios
• SOW Reference: Section 3.2 (Utility Connections & Fluid Storage)
• Industry Inquiry: For the minimum 1,400-gallon combined fluid capacity, is there a preferred ratio or size for the freshwater tank versus the waste tank? (e.g., split equally at 700 gallons each?)
• AFMAO Technical Response: : Change water tank capacity to 880 gallons total;
275 gallons freshwater capacity, 275 gallons wastewater capacity and 330 gallons emergency water capacity.
Question 5: Operational Temperature Range
• SOW Reference: Section 3.11 (Construction - Durability)
• Industry Inquiry: What are the minimum and maximum ambient outdoor temperatures in which all integrated systems (HVAC, plumbing, generator) are required to function reliably?
• AFMAO Technical Response: 0-120 degrees Fahrenheit.
Category C: Interior Layout & Workspace Design
Question 6: Embalming Room Size & PPE Anteroom
• SOW Reference: Section 3.8 (Egress) / 3.6 (Interior Partitioning)
• Industry Inquiry: Is there a desired dimension or layout for the main embalming workspace? Specifically, is the space between the outer doors and the internal privacy/bulkhead doors intended to serve as an anteroom for donning and doffing Personal Protective Equipment (PPE)?
• AFMAO Technical Response: Yes, on one end is the embalming laboratory and on the other end is the garage area that houses the HVAC and plumbing system. The dimensions of the embalming area must be sufficient to allow for a medical gurney to fit inside and the embalmer to walk around the gurney with the inner privacy doors closed. Minimum dimensions of the embalming lab. From the midline wall separating the laboratory from the garage to the inner privacy door: 122 inches.
From the edge of the sink to the inner privacy door: 100 inches. From the floor to the ceiling: 95 inches. From the left-side inner wall to the right-side inner wall: 87 inches. From the floor to the top of sink shelf on either side of the sink: 32 inches.
From the floor to the top of the sink lip (lowest opening of the sink): 26 inches.
Question 7: Privacy Door Configuration
• SOW Reference: Section 3.8 (Egress) / 3.6 (Interior Partitioning)
• Industry Inquiry: Are there separate internal privacy doors required at both ends of the container (adjacent to each set of outer doors), or is only one main bulkhead/privacy door required to partition the container?
• AFMAO Technical Response: Separate internal privacy doors are required at both ends of the container.
Question 8: Drop-Down / Folding Shelving
• SOW Reference: Section 3.14 (Cabinetry and Shelving)
• Industry Inquiry: Are drop-down or folding stainless steel shelves acceptable (shelves that lock securely in place during active use and fold down out of the way when stowed to maximize space)?
• AFMAO Technical Response: No, shelving must be fixed. Folding or drop-down shelving is not authorized.
Category D: Specialized Equipment
Question 9: Mandatory Garbage Disposal
• SOW Reference: Section 3.16 (Sink) / 4.2 (Integrated Embalming Sink Station)
• Industry Inquiry: Many standard commercial embalming sinks do not come equipped with heavy-duty garbage disposals. Is the garbage disposal unit a "hard-stop" mandatory requirement for this field unit?
• AFMAO Technical Response: Yes, garbage disposal is a hard-stop mandatory requirement.
Category E: Alternative Container Footprints & Market Feedback
Question 10: Expandable Container vs. Single Rigid Container
• SOW Reference: Section 2.0 (Housing)
• Industry Inquiry: Bidders have noted that some fielded military systems (such as the USMC/US Army Mobile Integrated Remains Collection System - MIRCS) utilize expandable 20ft ISO containers with drop-down sidewalls to create a larger footprint (which includes separate admin, processing, and cold-storage areas for up to 16 remains).
Does the government prefer a single, rigid, non-expanding 20ft container to match the existing MEU I, or would the government consider an expandable container footprint if offered?
• AFMAO Technical Response: A single, rigid, non-expanding 20-foot container is a mandatory requirement. Expandable footprints (like the MIRCS) are not acceptable.
