About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity regarding a Mobile Embalming Unit. The solicitation is issued by the Air Force Mortuary Affairs Office (AFMAO) at Dover Air Force Base, with proposals due September 4, 2026, at 12:30 PM EDT. The acquisition uses Lowest Price Technically Acceptable (LPTA) source selection procedures and is set aside for small business and Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors. The contract requires compliance with the Nonmanufacturer Rule (RFO 52.219-33) and Limitations on Subcontracting (RFO 52.219-14); no individual nonmanufacturer rule waivers will be considered due to urgent 120-day delivery requirements. Payment is made in full upon successful delivery, on-site testing, and final acceptance via WAWF; no progress or performance-based payments are authorized.
The Mobile Embalming Unit must be constructed within a new, certified 20-foot High-Cube ISO container with valid CSC safety-approval plates and include a complete clinical embalming suite, DST (Disaster Victim Identification) embalming suite, emergency wash, complete plumbing system, tri-fuel generator sized to system load, HVAC capable of 15–25 ACH with boost/purge function (30–60 ACH), fresh and waste water systems, IBC waste water storage, onboard power generation, and a mortuary lift. Critical material specifications mandate seamless medical-grade stainless steel cladding for walls and ceilings and non-slip, non-porous medical sheet flooring; plywood and degradable materials are unacceptable. The embalming sink must accommodate Dodge Embalming Machines (H14" x W17" x D19") on both sides. Formal ATTLA (Air Transportability Test Loading Activity) certification per MIL-STD-1791 is required; contractors must submit comprehensive engineering data packages post-award for Government submission to AFLCMC ATTLA. The unit requires an 8-hour on-site operational training and must achieve Site Acceptance Testing (SAT) per SOW Section 8.0 for final acceptance via DD Form 250. Standard commercial component warranties must accompany all COTS mechanical and electrical parts. Technical proposals are limited to 30 pages combined (Volume I Price, Volume II Technical, Volume III Past Performance), and no bid guarantees, performance bonds, or payment bonds are required.

1. Can the government supply pictures of the existing unit?
2. Regarding the hardware and construction on the existing unit. We feel there are some areas where better materials would ensure better operational life (for instance par wall made from metal vs. existing plywood which can degrade). While both may be acceptable – the plywood is a much lower cost. How will the government evaluate materials which are better – with a higher cost?
a. Government Response: This acquisition is being conducted using Lowest Price Technically Acceptable (LPTA) source selection procedures.
Technical proposals are evaluated on a strict Pass/Fail basis against the SOW minimum requirements. Materials that exceed the SOW requirements will not receive extra evaluation credit or a price premium.
Note that SOW Rev 10, Section 3.6 explicitly mandates that walls/ceilings must be clad in seamless, medical-grade stainless steel, and flooring must consist of non-slip, non-porous medical sheet flooring.
Plywood or other porous degradable materials are not acceptable in the clinical embalming suite.
3. Can the response date be moved to September 8th?
a. Government Response: No. Due to strict End of Fiscal Year (EOFY) constraints and the urgent operational requirement to deliver this critical mortuary support capability, the Government cannot extend the proposal submission deadline. The deadline for receipt of quotes remains firm on September 4, 2026, at 12:30 PM EDT.
4. Does a nonmanufacturer-rule class waiver apply to this acquisition (NAICS 339999 /
PSC 9930)? If not, will the Government consider an individual nonmanufacturer-rule waiver request, and by what date must it be submitted?
a. Government Response: No class waiver exists for NAICS 339999 / PSC 9930. The Government will not consider or process an individual Nonmanufacturer Rule (NMR) waiver request, as doing so would cause unacceptable delays to AFMAO's urgent 120-day delivery schedule. To be eligible for award, the small business/SDVOSB offeror must comply with the Limitations on Subcontracting (RFO 52.219-14) and the Nonmanufacturer Rule (RFO 52.219-33).
5. Please confirm the Government furnishes the commercial embalming machines.
Which model(s) and quantity should the utility and mounting interfaces be designed to accommodate?
a. Government Response: Manufacturer of the Mobile Embalming Unit is not responsible for providing embalming machines. The embalming sink must have a flat surface on each side of the sink that is of sufficient size to accommodate a Dodge Embalming Machine, with dimensions of H14” x W17” x D19”.
6. Will a Government embalming machine be made available for a fit check during fabrication?
a. Government Response: No, the government will not supply an embalming machine for fit testing. The manufacturer must ensure the flat surface on each side of the sink is sufficient size to accommodate a Dodge Embalming Machine, with dimensions of H14” x W17” x D19”.
7. Are the brands listed in the synopsis (Portiboy, Dodge APC, Frigid, Duotronic) cited only as interface-compatibility examples ("or equal"), and not as required equipment?
a. Government Response: Yes. The brands cited in SOW Section 4.2 (Portiboy, Dodge APC, Frigid, Duotronic) are for interface-compatibility demonstration purposes only ("or equal"). The contractor is solely responsible for fabricating universal plumbing and electrical hookup platforms, not for providing the machines.
8. At delivery, does the Government require formal air-transportability certification (e.g., MIL-STD-1791 / ATTLA approval) for C-17 and C-5 transport, or is contractor engineering analysis sufficient?
a. Government Response: Yes, formal ATTLA (Air Transportability Test Loading Activity) certification is required prior to final acceptance.
Contractor engineering analysis alone is not sufficient. However, in accordance with DoD transportability regulations, only the Government is authorized to submit packages to the AFLCMC ATTLA office. Therefore, the Contractor shall submit a comprehensive Air Transportability Engineering Data Package (including structural drawings, tie-down point calculations, and weight-and-balance profiles conforming to MIL-STD- 1791) to the Contracting Officer post-award. The Government will submit this data package to ATTLA on the Contractor’s behalf to secure the formal certification.
9. For the "new, certified" 20-foot High-Cube ISO container, does "certified" mean a valid CSC safety-approval plate only, or is an additional classification (e.g., DNV 2.7- 1, MIL-spec) required?
a. Government Response: In accordance with SOW Section 2.1, "certified" means the container must maintain its valid CSC (Convention for Safe Containers) safety-approval plate and clearance to ensure it is structurally certified for international air, sea, and land transport. No additional classifications (such as DNV 2.7-1) are required.
10. Is a specific kW rating generator and EPA emissions tier required, or is the contractor to size the tri-fuel generator to the integrated system load? Is there a maximum permissible sound level for the generator and HVAC system?
a. Government Response: Size the tri-fuel generator to the integrated system load. No maximum permissible sound level for generator or HVAC system.
11. Must the 275-gallon fresh-water tank and associated plumbing be NSF/ANSI-61 certified for potable use?
a. Government Response: No, the water and associated plumbing do not need to be certified for potable use.
12. What are the acceptance criteria and process at Dover AFB? Is there a first-article or on-site acceptance test?
a. Government Response: There is no first-article test required. Final acceptance (DD Form 250) will occur at Dover AFB upon successful completion of the Site Acceptance Testing (SAT) outlined in SOW Section 8.0, certified by the Contracting Officer's Representative (COR).
13. Are HVAC air-change-rate (≥15 ACH) and formaldehyde-below-PEL results required as a verification report at delivery?
a. Government Response: Yes. HVAC must be able to operate 15-25 ACH and must also incorporate a boost or purge function on the general exhaust (e.g., 30-60 ACH/300-630 CFM) that can be switched on when conducting embalming with high index cavity fluids.
14. What minimum warranty period and coverage does the Government require?
a. Government Response: In accordance with SOW Section 7.0 (Deliverable 02), the contractor must deliver standard commercial component warranties and completed commercial warranty certificates for all integrated COTS mechanical and electrical parts upon delivery.
15. Are progress payments or performance-based payments available during the 120-day production period, or is payment made only upon final acceptance?
a. Government Response: No. In accordance with simplified commercial procedures (RFO Parts 12), progress or performance-based payments are not authorized. Payment will be made in full (100%) via WAWF upon successful delivery, on-site testing, and final acceptance.
16. Will the 8-hour on-site training occur on the delivery date at Dover AFB? What base-access requirements (background checks, lead time) apply to contractor personnel?
a. Government Response: In accordance with SOW Section 7.0 (Deliverable 03), the on-site operational training must be completed within 15 days of successful unit delivery; it is not required to occur on the exact delivery date.
b. In accordance with SOW Section 10.3, contractor personnel requiring base access must submit an Operational Risk Management (ORM) Assessment ten (10) days prior to the visit and are subject to a Criminal Background Investigation (CBI) for unescorted access. Badging typically takes 3-5 business days with 436 Security Forces.
17. Please confirm the technical-volume page limit and required format in Attachment 4 and confirm whether any bid guarantee or performance bond is required.
a. Government Response: The page limit for Volume I (Price), Volume II
(Technical), and Volume III (Past Performance) is 30 pages combined, in accordance with Section L. No bid guarantees, performance bonds, or payment bonds are required.
