About this file

This is an addendum to an RFO (Request for Offer) provision establishing evaluation criteria for commercial products and services using a Lowest Price Technically Acceptable (LPTA) source selection process. The Government will award the contract to the responsible offeror whose conforming offer is most advantageous, considering price and technical factors. The evaluation approach involves four sequential steps: responsiveness verification against RFO 52.212-1, ordering offers by total price from lowest to highest, technical evaluations beginning with the lowest-priced offer and continuing until three technically acceptable responses are identified or all responses are evaluated, and a Government determination of price reasonableness. The Government reserves the right to conduct price realism analysis on exceptionally low offers, request evidence of contractor capability at similar pricing, and award without exchanges, though it may conduct exchanges at its discretion.

The technical evaluation comprises five subfactors, each rated acceptable or unacceptable, with failure in any subfactor rendering the entire technical factor unacceptable and ineligible for award. Subfactor 1 requires a comprehensive technical narrative detailing the engineering approach to modify a certified 20-foot High-Cube ISO-compliant shipping container into a bio-secure mobile embalming suite, addressing ventilation/HVAC, environmental operability, utility systems, and government item integration. Subfactor 2 requires preliminary engineering drawings and detailed floor plans proving strict compliance with structural and dimensional boundaries. Subfactor 3 requires a complete Bill of Materials identifying major structural, medical-grade, and mechanical components with commercial product specification sheets verifying SOW compliance. Subfactor 4 requires a detailed training plan for one full day (8 hours) of on-site instruction for up to six licensed embalmers and maintenance personnel, covering MEU setup, generator operation, HVAC calibration, and equipment troubleshooting. Subfactor 5 requires a Quality Control Plan detailing pre-delivery factory testing, Site Acceptance Testing (SAT) protocols including Hydrostatic Pressure Tests, Electrical Load & Voltage Tests, and Airflow Velocity Tests, plus warranty administration procedures.

Evaluation—Commercial Products and Commercial Services (July 2026)

ADDENDUM TO RFO PROVISION 52.212-2: Paragraph (a) is tailored as follows:

Evaluation:

IAW RFO 52.212-2, Evaluation—Commercial Products and Commercial Services, the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Price

2. Technical

BASIS FOR CONTRACT AWARD: This is a competitive, best value continuum using the Lowest Price Technically Acceptable (LPTA) source selection process. Technical elements will be evaluated as acceptable or unacceptable for each solicitation response. Qualifications will be clear, and objectives will be outlined in the RFQ. The evaluation process shall proceed as indicated below:

Evaluation Approach:

Step 1: All Offerors will be evaluated for responsiveness. Responsiveness is determined by verifying compliance with RFO 52.212-1 and its addendum.

Step 2: All responsive Offerors will be ordered, by price, from the lowest to the highest Total Price. A contractor's total price is depicted in Attachment 2, Pricing Schedule Worksheet, on the Price Schedule Tab.

Step 3: Technical evaluations will start with the lowest total price offer and continue until three

(3) solicitation responses are determined to be technically acceptable, or until all solicitation responses have been evaluated, whichever comes first.

Step 4. The Government will make a determination of price fair and reasonable.

Evaluation Factors for Award:

Price Foreword: The government will evaluate offers for award purposes based on their total price.

Volume I Price:

a.) Initially, solicitation responses shall be ordered from lowest to highest total price, as previously defined.

b.) The total price will be evaluated to determine whether it is reasonable. A reasonable price/cost represents a price/cost that provides best value to the government, considering market prices, the technical and functional capabilities of the contractor, and risk. Additionally, the government reserves the right to, but is not required to, conduct a price realism analysis on offers that appear to be exceptionally low and not supported by the contractor's technical approach. In instances where an Offeror's proposed price(s) appears exceptionally low, contractors may be requested to address this disparity by providing evidence of their capability and/or performance at similar price(s). The burden of proof as to price credibility rests with the contractor. An exceptionally or unrealistically low offer that's left unexplained may pose an unacceptable risk to the government and may be a reason to reject an Offeror's solicitation response.

c.) The Government anticipates adequate price competition and intends to award a contract without exchanges with respective contractors. The Government, however, reserves the right to conduct exchanges if deemed in its best interest.

Volume II Technical:

a.) The technical volume will be evaluated as either acceptable or unacceptable for each subfactor.

i. Acceptable is defined as: "Required documents clearly meet the minimum requirements of the solicitation".

ii. Unacceptable is defined as: "Required documents do not clearly meet the minimum requirements of the solicitation".

b.) The technical volume is comprised of five (5) subfactors, as listed below. An overall technical rating will be assigned; failure to be assigned an acceptable in any technical subfactor will render the entire factor unacceptable and, therefore, ineligible for award.

Only those responses determined to be technically acceptable, either initially or because of interchanges, will be considered for award. However, the contractor is reminded that the government reserves the right to award this effort based on the initial solicitation response, as received, without interchanges, and may conduct interchanges will all, some, or none of the contractors.

Volume II Technical Instructions to Offerors Evaluation Criteria

Subfactor 1: Technical Approach – The offeror shall provide a comprehensive technical narrative that clearly explains how the offeror intends to ensure successful contract performance IAW the Statement of Work (SOW). The Technical Approach shall not simply rephrase or restate the SOW or contain general statements such as "Standard procedures will be employed." Offers shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Specifically, the narrative must detail the engineering approach to modify a certified 20-foot High-Cube ISO-compliant shipping container into a self-contained, bio-secure mobile embalming suite, addressing all specialized technical requirements—including ventilation/HVAC, environmental operability, utility systems, and government item integration—as outlined in Attachment 4 - Instructions to Offerors.

1. The proposal will be evaluated to determine if it provides effective and sufficient details and summarizes the offeror’s technical approach in ensuring performance per the PWS and solicitation requirements. The standard is met when the proposed technical approach accurately and sufficiently describes performance in accordance with the SOW, demonstrating a viable engineering approach to the specialized ventilation, environmental operability, utility and power systems, and government item integration as outlined in Attachment 4 - Instructions to Offerors.
