Update #1 ·

Added: Mar 23, 2016 12:56 pm Army Contracting Command-New Jersey, Soldier Weapons Center (ACC-NJ-SW) on behalf of the Office of the Project Manager, Soldier Weapons (PM-SW) anticipates soliciting and negotiating on a sole source basis with Graflex, Inc. 15855 Assembly Loop, Jupiter FL 33478-6416 for the acquisition of the CROWS M153 Boresight Telescope, P/N 13026057, NSN 1240-01-563-7476 nomenclature 8x Boresight Telescope.

In accordance with FAR 6.302-1(A)(2)(iii)(A), full and open competition need not be pursued when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition; in particular, for the continuation of highly-specialized supplies. FAR 6.302-1(A)(2)(iii)(A) is deemed applicable because the Boresight Telescope as produced by Graflex, Inc has already undergone all the required system development, demonstration and testing. Any other optic would have to undergo this process, therefore resulting in substantial duplication of costs. The anticipated contract requirement will be a five year Indefinite Delivery Indefinite Quantity contract. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.

This notice is not a solicitation and does not obligate the government to issue a Solicitation, nor will the government be liable for any costs involved for submission of information in response to this notice. Point of contact for this action is Jon Glassic, Contract Specialist, ACC-NJ-SW (973) 724-3142, jon.m.glassic.civ@mail.mil.
