W15QKN-16-R-0105 Questions and Answers

Question:

A question was raised regarding the design to the purging valve which was not included in the original sources sought W15QKN-15-X-7478. The Sources Sought included Performance Purchase Description AR-PD-157 which, in turn, cited 4 drawings for stem adapters only.

Please provide us with the design, specifications or a detailed description of the purging valve that the Army is using in their boresight telescope P/N 13026057 NSN 1240-01-563-7476 for its maintenance/repurging with nitrogen.

Government Response:

The upcoming competition for this telescope is “build to specification” and not “build to print;” hence, only the AR-PD-157 will be provided to any prospective offeror other than the solicitation itself.

The performance requirement concerning purging is found in 3.5.10 of AR-PD-157.

The four stem adapters in AR-PD-157 are not part of this competition, only the telescope.

Thank you for your interest in this competition

Some of the details of the supplied document are not fully clear. For example when the spec calls out magnification to be: 5x minimum with a 5% tolerance. Example, would a telescope with a magnification of 9 be acceptable?

Government Response:

"Tolerance" is commonly defined as an allowable deviation from a standard. The required magnification is 5X or better with a 5% tolerance. If the proposed telescope doesn't have a 5X or better magnification, it would still meet the minimum requirement if it is within a 5% tolerance of 5X, which is a 4.75X magnification.

As the required magnification is 5X or better, any magnification that is larger than 5 is fine - correct?

Government Response:

Yes, that is correct.
