This solicitation is a Request for Quote (RFQ) using FAR 12 and FAR 13.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03.  The North American Industry Classification System (NAICS) code for the proposed acquisition is 611430, Continuing Education Training, Online (though a website or mobile application).
