About this opportunity

The Indian Health Service anticipates procuring up to two Certified Registered Nurse Anesthetist (CRNA) services for Quentin N. Burdick Memorial Healthcare Facility in Belcourt, North Dakota, through a Sources Sought notice with responses due November 23, 2026. The Set Aside line designates Indian Economic Enterprise, and the description states IHS is considering a Buy Indian Act set-aside under 25 U.S.C. 47 and applicable HHSAR requirements. Respondents must complete an IEE Representation Form, certify eligibility at offer, at award, and throughout performance, and successful offerors must be registered in SAM.

Services cover inpatient, outpatient, and emergency anesthesia care for patients of all ages, within approved scope and facility-granted privileges. Staffing runs in fourteen-day blocks, either one CRNA for fourteen days or two CRNAs for seven days each. Usual weekday clinical hours are 7:00 a.m. to 3:30 p.m., with scheduled night, weekend, and Federal holiday on-call and call-back coverage. Respondents should recommend feasible schedules and state whether their approach covers assigned blocks only or continuous coverage, since assignment frequency and between-block coverage remain under development.

The contract is anticipated as firm-fixed-price for commercial, non-personal healthcare services, priced monthly and including defined clinical and call coverage with associated contractor costs. The tentative start date is February 1, 2027, with a six-month base period and four six-month option periods, subject to change. Services begin only after award and required onboarding, credentialing, and privileging. The anticipated NAICS code is 621399 with a $10 million small business size standard, subject to Contracting Officer confirmation, and respondents may recommend alternatives with supporting rationale. A draft QASP and PWS are attached, and the QASP requests industry feedback on surveillance methods, including proposed 98% on-time arrival and call compliance and a five-business-day corrective-action timeline.
