About this file
This is a Questions and Answers document for RFQ IHS-25-RFQ-1483350 "Credentialing Solution" for the Indian Health Service. The Q&A clarifies three key points: 1) The solution is not intended for tracking or managing clinicians, but rather will be used by approximately 163 subscribers/users across IHS headquarters (3 users), 10 Areas (20 users), and 61 Service Unit MSPs (140 users); 2) Vendors must meet all minimum requirements outlined in the RFQ to be considered technically acceptable, with no flexibility on requirements; and 3) The focus is on subscriber access rather than the number of practitioners, as most practitioners will not be using the service.
The related opportunity indicates this is for a COTS online resource to support quality medical staffing, credentialing, privileging and peer review activities across IHS facilities. The solution must provide continuously updated tools, best practices, articles, books, webinars, and compliance tips developed by industry experts. Quotes are due by January 23, 2025 at 4:30 PM ET, under NAICS code 611430 for Continuing Education Training, Online.

Questions and Answers: IHS-25-RFQ-1483350 "Credentialing Solution" # Question Answer
Number of Providers (Clinicians) to be Tracked: One of the vendors has requested clarification on the total number of individual providers (clinicians) to be managed in the system. While the RFQ specifies the facilities and users, this information will help the vendors refine their pricing and scalability options.
Could you please share an estimated count? This is RFQ is not for tracking or managing clinicians.
Flexibility on RFQ Requirements: We understand that solutions vary in terms of features and pricing. Some vendors may provide strong core functionality but might not include all the outlined features, such as industry-specific white papers, on-demand webinars, or e-learning modules. This email is not an indication that we cannot meet the requirements but rather an effort to better understand the extent of flexibility IHS might have in evaluating proposals.
To be considered technically acceptable, quoters must meet all minimum requirements outlined in the RFQ.
In the scope of work it describes the number of facilities and locations, but can you specify the number Providers and/or health care staff that are employed by IHS and require monitoring? The previous RFQ states 66 facilities and 4,000 providers. Is this correct?
The IHS estimates that the subscribers will be 1 HQ (3 subscribers/users), 10 Areas (20 subscribers/users), and 61 Service Unit MSPs (140 subscriber/users ). IHS does not want to go by the number of practitioners, because the large majority of them will not be using this service, and this service will not be used for monitoring them.
