About this opportunity

The Defense Logistics Agency (DLA) is seeking a contractor to provide comprehensive hazardous waste removal, transportation, and disposal services for military installations in the Corpus Christi, Texas regional area. The solicitation (SP450025R0012) requires the selected contractor to manage various waste types, including RCRA hazardous wastes, non-RCRA wastes, universal wastes, compressed gases, PCBs, and PFAS within a 50-mile radius of specified pickup locations. The contract will be awarded through a full and open competition using a best value source selection method, with past performance weighted more heavily than small business participation, and both non-price factors significantly more important than price. Offerors must submit their proposals electronically by 1500 EST on April 21, 2025, to Heidi.mccoy@dla.mil and Hazardouscontracts@dla.mil. The government intends to evaluate offers and award the contract without discussions, though it reserves the right to conduct negotiations if deemed necessary by the Contracting Officer.

The solicitation is an unrestricted contract with no specific small business set-aside, operating under NAICS code 562211 with a small business size standard of $47.0 million. The contract is structured with a 30-month base period from June 6, 2025, to December 5, 2027, followed by an optional 30-month extension from December 6, 2027, to June 5, 2030. Performance will occur at multiple military installations in the Corpus Christi region, including Naval Air Stations, Coast Guard facilities, and Army Reserve Centers across Texas. Offerors must complete a comprehensive Past Performance Information (PPI) Questionnaire and provide detailed information about their previous work in hazardous waste management. While specific budget details are not explicitly stated, the price schedule includes over 80 line items covering services such as fuel cell management, industrial cleaning, container rentals, waste sampling, and specialized disposal of various waste types and battery categories.

Modification #6 is to update the Price Schedule and to extend the deadline one final time until 1155 EST, Thursday, 15MAY2025.

*There are two significant changes with this modification:

1) CLIN 1448SP (now CLIN 1404SP with 1EA = 1 just like Mod#5) and

2) CLIN 1153SP (now with 1EA = 1, not 1EA = 25).
