About this opportunity
This solicitation seeks proposals to provide contract weather observation services at selected airports throughout the United States. The Federal Aviation Administration intends to award eleven indefinite delivery/indefinite quantity contracts to acquire weather observer personnel services to augment automated observing systems and provide manual observations. Proposals will be evaluated based on cost/price, technical approach, staffing plans, transition plans, and past performance, with award targeted for August 31, 2021. Questions are due by June 10, 2021 and proposals are due by July 23, 2021 according to Amendment 5.
This is a total small business set-aside solicitation using NAICS code 541990 for all other professional, scientific, and technical services up to $16.5 million. Incumbent contractors providing services for the consolidated areas include DMS, Midwest Weather, and Vero Tech. The estimated annual contract value is $8,952,000. Services will be ordered on an as-needed basis over a one-year base period and four one-year options at selected airports nationwide.

This solicitation is to acquire the services of weather observer personnel who will provide augmentation and/or back up to the Automated Observing Systems, and to take manual observations as necessary.
