The purpose of this amendment is to answer questions from industry and make changes to the solicitation accordingly, as described below and in the “Questions and Answers” document attached to this amendment.
FIRST: Document “Questions and Answers 6973GH-21-R-00052 -20210525” is attached to this document and encompasses all questions from industry received prior to the deadline set in the solicitation.
SECOND: As a result from multiple questions, Section C Section C (pages 3-16 of the original SIR) is revised as attached, named CWO Section C_20210525.

THIRD: As a result of Q3 in the attached
Questions and Answers document, Section F.6, Paragraphs 3 and 4 are revised to clarify deliverables are due by the 15th of the month and to clarify report naming conventions, as shown below:
Program Management Status Report. The contractor must provide the Program Management Status
Report (PMSR) to the Contracting Officer and COR.
The PMSR may be sent via e-mail to the
Contracting Officer, no later than the 15th day of each month.
Staffing Report. The contractor must provide the
Staffing Report monthly to the Program Office by the 15th day of each month. The Staffing Report may be sent via email.
FOURTH: As a result of Q7 in the attached
Questions and Answers document, Attachment
“Section J_6973GH-21-R-00052” is replaced with

FIFTH: As a result of Q13 in the attached

NINETH: Section L.6 Number of Awards is changed to state:
The FAA intends to award eleven (11) contracts under this SIR. The offeror can propose anywhere between one (1) and all eleven (11) areas. A vendor may receive no more than two contract awards under this SIR (i.e. 1 contract award per area). No more than two contract awards per vendor may be awarded to:
(A) A single business concern that is a potential prime contractor, whether
(1) by itself,
(2) as part of a joint venture (as defined in
AMS 3.2.2.7-8) or
(3) in a subcontracting arrangement, or
(B) A single mentor, whether as part of a joint venture, or in a subcontracting arrangement.
TENTH: Section L.8A, FACTOR 1 – TECHNICAL
APPROACH, 1.1 PERSONNEL PLAN, Third Paragraph, Second sentence is changed to read as follows, to remove “in depth”:
The offeror must describe the types of training such as: annual refresher training, certification training, Mike-In-Hand training (if applicable), proficiency training; training to introduce improved methods and technology; training on changes in software, equipment policy, procedures, and regulations and training as part of the quality control program described in the
Quality Assurance Management Plan.
TWELFTH: Section L.8A, FACTOR 1 – TECHNICAL
APPROACH, 1.4 TRANSISTION PLAN, Second paragraph is changed to read as follows, to remove “in depth”:
