Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
The purpose of this amendment is to clarify the drug and alcohol program as described in amendment 0005 and update the cost/pricing model.
FIRST: The Alcohol and Drug Testing Program in the revised Section C from amendment 0005 is to comply with the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration’s (SAMHSA) “Mandatory Guidelines for Federal Workplace Drug Testing Programs.” The Alcohol and Drug Testing Program Plan is not to be submitted to the FAA until 6 months after award, therefore the plan will not be evaluated in the source selection. The contractor’s plan should address all aspects of the contractor’s program including, but not limited to: Frequency of testing, sample size, testing pools, how it will comply with SAMSHA and other procedures not covered by SAMHSA “Mandatory Guidelines for Federal Workplace Drug Testing Programs.” The Alcohol and Drug Testing Program Plan is contractor generated, and must follow (SAMHSA) “Mandatory Guidelines for Federal Workplace Drug Testing Programs.” Any costs associated with the Alcohol and Drug Testing Program should be included in the contractor’s cost proposal as a result of this solicitation. Pricing will not be adjusted after award to accommodate an Alcohol and Drug Testing program.
SECOND: As a result of issues found within the cost model, “CWO_AREA_PRICE MODEL_21-R- 00052_20210617” is replaced with the attachment named “CWO_AREA_PRICE MODEL_21-R- 00052_20210719.” Please use the revised cost model for all areas except Area 11 as described below.
THIRD: As a result of issues found within the cost model, Area 11 has its own pricing model. Please note that Area11 option has not been taken out of the pricing model mentioned in provision second of this amendment.
Offerors are to use “CWO_AREA 11_PRICE MODEL_21-R-00052_20210720” when pricing Area 11.
FOURTH: See the attached letter titled, “TAL Pension Surcharge20210720_11524276.” The surcharge also applies to site BIG. Attachment, “CWO_AREA 11_PRICE MODEL_21-R-00052_20210720” contains the surcharge mentioned in the letter for applicable sites. Use this price model when pricing Area 11.
FIFTH: The FAA can only provide CBA or pricing information that it has access to as of the date of this amendment. Pricing assumptions need to be addressed, within your cost volume narrative. The FAA reserves the right to conduct communications to ensure all offers proposed based on the same general assumptions. The FAA also reserves the right to conduct communications regarding contractor specific assumptions.
The solicitation close date is unchanged and will close on July 27, 2021, 1700 ES
SIXTH: ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
