About this opportunity
The Department of State US Embassy Paris is seeking a contractor to replace the consular audio system located at the US Embassy in Paris, France. This procurement involves the complete replacement of intercommunication systems at 20 consular windows, including the removal of existing audio equipment and installation of new two-way communication systems with speakers, microphones, digital signal processors, control units, and networked audio components to facilitate clear communication between consular employees and applicants through thick glass partitions. The contractor must also replace approximately 20 paging speakers in the consular waiting room and install a new 45RU equipment rack in the technical room. The contract will be awarded to the lowest priced technically acceptable offeror using a firm fixed-price structure, with the government potentially awarding based on initial offers without discussion. All contractors must be registered in the System for Award Management (SAM) database, and electronic proposals must be submitted to ParisContracting@state.gov by September 12, 2025, at 16:00 local time. A pre-proposal site visit was scheduled for August 12, 2025, at the US Embassy in Paris.
This solicitation does not include any set-aside designations and is open to all qualified contractors. The anticipated contract value ranges between $250,000 and $500,000, with potential maintenance service options available for up to four additional years following the initial installation. The project has a 260-working-day completion timeline and requires contractors to have certified technology specialists with a minimum of five years industry experience and authorization as resellers of the proposed equipment. The work must be performed at the US Embassy in Paris, France, with installation conducted in staged phases to minimize operational disruption to consular services. The contractor will be responsible for providing comprehensive training to up to 45 consular personnel and 15 technical staff, along with system commissioning, testing, and compliance with specific audiovisual industry standards. Work can be performed during evenings from 16:00 to 00:00, weekends, and during French and American holidays to accommodate the embassy's operational requirements.
