About this opportunity
The Naval Undersea Warfare Center Division Newport seeks design and construction of a Consolidated Secure Facility (B162) compliant with ICD/ICS 705 standards for SCIF/SAPF accreditation, with proposals due September 21, 2026. The procurement transitioned from a 100% small business set-aside to full and open competition effective Amendment 0004 (August 21, 2026).
Place of performance is Newport, Rhode Island. The facility must be a minimum of 5,000 square feet. The contractor must hold facility and safeguarding clearances per DD Form 254, maintain CMMC Level 2 (Self) certification, and provide a construction security plan addressing manufacturing facility security and material control. Key personnel include Project Manager, Superintendent, Lead Designer, and Quality Control Manager, each demonstrating specific experience with federal construction and ICD/ICS 705-compliant facilities. The contractor must begin performance within 10 calendar days of award and complete all work within 365 calendar days. Performance and payment bonds are required within 10 calendar days of award; liquidated damages are set at $200 per calendar day of delay.
Amendment 0004 permits and evaluates both panelized modular systems (assembled on-site) and volumetric fully prefabricated modular systems, requiring submission of architectural concepts, module transport and erection plans, and detailed ICD/ICS 705 compliance matrices demonstrating maintenance of acoustic (STC), radio frequency (RF) shielding, and physical security boundaries. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1AZ. Evaluation weighs technical approach (Factor 1) and past performance (Factor 2) significantly more heavily than price (Factor 3). A mandatory Government site visit is scheduled for September 2, 2026 at 10:00 AM EST requiring advanced registration. The Davis-Bacon Wage Determination RI20260001 (dated July 30, 2026) applies. Amendment 0005 was posted but details are not provided in the source.
