About this file

This is a Request for Proposal (RFP) for a firm-fixed-price design-build contract for the B162 Consolidated Secure Facility at Naval Underwater Warfare Center Division Newport in Newport, Rhode Island.

The solicitation N6660426R0163, issued June 18, 2026, seeks proposals for the design and construction of a new commercial secure facility compliant with ICD/ICS 705 standards for SCIF/SAPF accreditation. Proposals are due electronically by July 17, 2026, at 2:00 PM Eastern Standard Time, with a mandatory site visit on July 7, 2026. The contract is a 100% small business set-aside under NAICS code 236220 with a $45 million size standard, requiring the prime contractor to perform at least 50% of the effort. The contractor must begin performance within 10 calendar days of award and complete all work within 365 calendar days. Two contract line items are included: CLIN 0001 covers all materials, equipment, labor, and supervision for design and construction (1 job), and CLIN 0002 covers construction submittals (1 lot), both funded with FY26 capital improvement funds totaling $45 million. Performance and payment bonds are required within 10 calendar days of award, and liquidated damages are set at $200 per calendar day of delay. Evaluation will be based on technical approach (Factor 1, including technical and personnel approach), past performance (Factor 2), and price proposal (Factor 3), with technical factors significantly more important than price. The contractor must hold facility and safeguarding clearances as specified in DD Form 254, maintain CMMC Level 2 (Self) certification, provide a construction security plan addressing manufacturing facility security and material control, and comply with all on-site safety requirements, environmental regulations, and security protocols during performance.
