About this file
This is a Request for Information (RFI) Question Response document for a federal construction project involving design and construction of a modular Sensitive Compartmented Information Facility (SCIF) at Naval Undersea Warfare Center Newport Rhode Island.
The project is classified under NAICS 236220 and requires construction of a secure modular building incorporating specialized security, electrical, telecommunications, and structural requirements. Key requirements include: contractor responsibility for complete structural foundation design including seismic and wind loading; modular structural panels certified to UL 263 or ASTM E119 for 1-hour fire resistance rating; 80 dB radio frequency mitigation performance; medium-voltage electrical distribution with pad-mounted transformer; new duct banks between Buildings 104 and 111; integration with existing AES Intellinet fire alarm system (model 7788F radio boxes and model 7705ii receiving station); 20-year roofing warranty covering both labor and materials; minimum 14 voice outlets throughout the facility with phones required in 11 office spaces plus one visitor phone; and RED power outlets only at workstations subject to TEMPEST requirements. Government-Furnished Equipment includes furniture, workstations, and server racks. The contractor must comply with applicable security documentation including SECNAV Instruction 5510.36B and UFC standards. A TEMPEST Countermeasure Review has been issued but no Certified TEMPEST Technical Authority has been assigned. The project does not require ballistic-resistant construction, standby generator power, geotechnical investigation, post-construction stormwater management, or security classification guidance. Construction Security Plan requirements will be provided at design phase start.

Magnitude provided in Amendment
2 The Statement of Work references the Construction Security Plan (CSP) as a post-award document. Will the Government provide sufficient CSP requirements prior to final design submission to support compliance with ICD/ICS 705 construction sequencing and security procedures?
Yes. The Government will provide the Construction Security Plan to the award receipient at the start of design phase.
3 Please clarify whether the Contractor is responsible for the complete structural foundation design, including seismic and wind design, or whether the Government will provide loading information for the modular structure.
The contractor is responsible for the complete structural foundation design.
4 Please clarify the acceptable UL listings and certification standards required for the modular structural panels
The modular structural panels and overall wall assembly shall be third-party certified to meet a minimum 1-hour fire-resistance rating in accordance with UL 263 (or ASTM E119).
5 Please confirm whether furniture, workstations, and server racks are Government-Furnished Equipment (GFE) or Contractor-Furnished Equipment
(CFE).
Government-Furnished Equipment.
6 Please confirm whether existing underground conduits between Buildings 104 and 111 are available for reuse, or whether new duct banks are required.
New duct banks are required.
7 Please identify the existing fire alarm manufacturer and model to ensure compatibility with the required fire alarm work.
The radio boxes used for our system are the AES Intellinet model 7788F, the receiving station for the radio boxes is the AES Intellinet model 7705ii.
8 Please confirm whether the required 20-year roofing warranty shall include both labor and materials, or materials only.
The Government requires a 20-year roofing warranty for both labor and materials, that states:
The roof membrane manufacturer shall be responsible for the repair or replacement of defective and damaged materials of the roof system assembly and correction of defective workmanship, if, within the warranty period, the roof system, as installed for its intended use in the normal climatic and environmental conditions of the facility, becomes non-watertight, shows evidence of moisture intrusion within the assembly, splits, tears, cracks, delaminates, separates at the seams, shrinks to the point of bridging or tenting membrane at transitions, or shows evidence of excessive weathering due to defective materials or poor installation workmanship. The roof membrane manufacturer is responsible for all costs associated with the repair or replacement work.
9 Please identify the anticipated rooftop mechanical equipment loads to be incorporated into the structural calculations.
It is the responsibility of an Offeror's facility designer(s) to identify the anticipated rooftop mechanical equipment loads to be incorporated into the structural calculations.
10 Will the Government designate secured laydown areas for modular components prior to erection?
Yes, the Government will designate an area adjacent to the facility site for use as a laydown area. Use of this area must be coordinated with the Contracting Officer's Representative either during design or during the pre-construction meeting.
11 If standby power is required, will a permanent generator be Government-furnished, or shall it be provided by the Contractor?
Standby power is not required at this time.
12 Please identify the required number of voice outlets throughout the facility.
The Contractor must provide no less than 14 voice outlets throughout the facility.
13 Please provide, to the extent available, a list of all Government-furnished security equipment, including quantities and anticipated delivery schedule.
Refer to section 4.6 of the SOW. The Government will not provide makes and models of the security equipment to be installed.
14 Please provide or confirm access to the following referenced documents:
• SECNAV Instruction 5510.36B, Information Security Program, dated 12 July 2019
• FF-L-2890C, Federal Specification for Lock Extensions, dated 22 February 2019
• Federal Specification FF-L-2740B, Amendment 2, dated 21 August 2018
• Naval Undersea Warfare Center Newport Rhode Island’s Structural Interior Design Finish Schemes, dated 14 July 2023
Attached as Attachment 12.
15 Please confirm whether a topographic survey, including existing utilities, will be provided by the Government.
Refer to the Area Site Plan and Site Utility Plans provided.
16 Please confirm whether existing utility information, including GPR data and existing utility elevations/inverts, will be provided by the Government.
The site plan with existing utilities was provided as part of the solicitation as Attachment 11. GPR data is unavailable.
17 Please provide a list of Government- Furnished/Contractor-Installed equipment to be installed under this contract, if applicable.
Not applicable.
18 The Statement of Work states:
“Contractor shall apply fundamental RED/BLACK mitigation in accordance with applicable document (8).” However, Section 3.0 identifies document 8 as UFC 3-110-03 Roofing, with Change 5, dated 12 June 2020. Please confirm whether this is the correct reference, or provide the correct referenced document.
The correct reference is applicable document (16).
19 Section 4.4.7 requires phone lines to each office space. Please confirm the number of office spaces within the facility.
There are 11 "office spaces" requiring phones. One of those areas has three +/- 66 sf cubicles where each cubicle will require a phone. One additional phone will be required for facilitiy visitors. As stated in response to RFI
#12, the Contractor must provide no less than 14 voice outlets.
20 The Statement of Work states that, in addition to standard BLACK power, each workstation shall include one duplex RED power outlet. Please confirm whether this requirement applies to telecommunications/TEMPEST requirements only, or to all workstations.

Confirmed - 80 dB is required for this project.
29 Please clarify whether the UL-listed modular structural panels requirement applies to the entire facility or only to the secure boundary/secure spaces within the facility.
The secure boundary/secure spaces within the facilty must be built using modular structural panels. Ancillary areas not contributing to the secure boundary may be constructed by other means in accordance with the Unified Facilities Criteria (UFC) Program.
30 we would like to understand what is driving the requirement for the panel manufacturer to hold an FCL at the Top Secret level
The TS FCL is a requirement in the Construction Security Plan that has been approved by the Navy as part of the planning process. It must remain for us to gain accreditation at the completion of the project.
31 Could you please confirm whether the modular SCIF is required to incorporate ballistic-resistant (bullet-resistant) construction? If so, please specify the required ballistic standard (e.g., UL 752 or NIJ level) and identify which building components (such as walls, doors, glazing, roof, or other assemblies) are required to meet the ballistic protection criteria.
The modular building is not required to incorporate ballistic-resistant construction.
