About this opportunity

The Federal Aviation Administration (FAA) is seeking proposals from small business sources capable of fulfilling a Consolidated Subject Recruitment and Payment Contract (Consolidated Participant Support Contract) at the Mike Monroney Aeronautical Center. The contract will provide contractor support services, research participant compensation for air traffic controllers, pilots, and non-pilot subjects, and related travel support for human factors research studies. Key requirements include recruiting qualified participants, establishing participant registration and payment systems, and providing monthly status and cost reports. Proposals are due by 3:00 pm CT on April 30, 2024, and the government intends to award the contract by April 2, 2025. Offerors must submit a Past Performance Experience Form and be prepared to provide references through a Past Performance Survey.

This is a total small business set-aside procurement under NAICS code 541990 (All Other Professional, Scientific, and Technical Services). The contract has a 5-year base period with four 1-year option periods. While potential incumbent contractors are not named, the solicitation indicates the FAA is placing increased emphasis on offerors' past performance and experience as an evaluation factor. The contract value is not specified, but the Statement of Work indicates a broad range of research participant compensation and other direct costs up to a $325,000 travel budget.
