The Department of the Interior's Interior Business Center seeks a single contractor to provide internal conflict management services through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Services include mediation, facilitation, training, and administrative support delivered by qualified conflict management professionals across all geographic regions where the Department operates, potentially at any of its 1,900 locations. The contractor must provide personnel in four labor categories—Subject Matter Expert (20 years' experience), Senior Conflict Management Professional (15 years), Mid-Level CMP (8-14 years), and Junior-Level CMP—each with specific education and specialized training requirements in mediation and complex process facilitation. Evaluation will assess past performance across multiple dimensions including quality of product or service, program management, timeliness of performance, business relations, transition capabilities, employee retention, and cost control. The proposal deadline is December 22, 2025, and the contract performance period runs from January 17, 2026 through January 16, 2031.
