ATTACHMENT 6 – SAMPLE TASK ORDERS
Instructions:
Offerors shall price each of the Sample Task Orders consistent with Attachment 1 Contract Labor Rates Price Utilize the tabs within Attachment 1 to submit pricing
1. Sample Task Order Situation: A Bureau of Land Management (BLM) office is facing a significant reduction in its operating budget and a corresponding staff decrease. This has created immense internal conflict and anxiety. Division and team leaders are competing for the remaining resources, arguing over which core functions are most critical to the agency's mission. The leadership team recognizes that without a strategic, unified approach, the office risks failing to meet its core mission objectives and will suffer from severe morale issues.
Scope of Work: The practitioner will engage the team throughout a facilitated process, where the primary goal is to help them collectively identify and prioritize critical office functions under new resource constraints. The work will begin with a comprehensive internal needs assessment to understand the impact of the cuts on each department. The practitioner will then lead a series of facilitated internal workshops with division leads and frontline staff. In these sessions, they will work collaboratively to define the office's minimum viable service level, identify efficiencies, and re-allocate remaining staff to mission-essential roles. The final deliverable will be a team-created strategic roadmap that outlines revised workflows for key processes, and a communication plan to manage the transition and address employee fears and team agreements for how the team will address and resolve future conflicts.
Please propose a solution including proposed labor categories and number of hours.
2. Sample Task Order Situation: A team of ecologists and hydrologists at the U.S. Geological Survey (USGS) is facing significant internal friction. The team is comprised of senior scientists who prefer traditional, long-term field studies and younger researchers who are advocating for more modern methods, including satellite imagery and AI modeling. This methodological disagreement has escalated into a personality clash, with a lack of respect for different expertise. Communication has become siloed, and the team's ability to produce integrated, high-quality research is at risk.
Scope of Work: The practitioner will lead a team development engagement. The focus is to address the underlying cultural and communication issues that are preventing the team from collaborating effectively. The work will include a facilitated session. The goal is to help the team create a new set of operating agreements for how they will work together, valuing both traditional and innovative approaches, and ultimately restoring their ability to function as a cohesive unit.
3. Sample Task Order Situation: A heated dispute has erupted between two individuals within the same office.
Competing interest, compliance issues and new strategic priorities have put these two individuals at odds with one another, and it is now impacting the whole office. Communication between the two parties has broken down completely, with each side accusing the other of prioritizing its own agenda over the agency's overall mission. Senior leadership is now involved, and internal gridlock is causing significant delays and morale issues.
Scope of Work: The practitioner will serve as a neutral mediator to resolve the internal dispute.
The process will start with confidential, individual conversations with both parties to understand their core interests and concerns beyond their stated positions. The practitioner will then facilitate joint sessions where the individuals can directly and respectfully discuss the situation.
The practitioner's role is to help the individuals come to an agreement in creating a joint plan for how the parties communicate and find a path forward to support their priorities as well as the agency’s mission.
