About this file
This document is an Attachment 7 Limitations on Subcontracting Certification Statement for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The document specifies that for service contracts set aside for small businesses, prime contractors cannot subcontract more than 50% of the government-paid contract amount to firms that are not similarly situated. A Similarly Situated Subcontractor (SSS) is defined as a small business subcontractor participating in the same SBA program that qualified the prime contractor. In this specific solicitation, which is a 100% small business set-aside, no more than 50% of the contract funds can be subcontracted to a non-small business firm. The document requires offerors to sign a certification statement agreeing to these subcontracting limitations, and the contract will be monitored for compliance at the contract level.

Attachment 7 Limitations on Subcontracting
Limitations on Subcontracting Certification Statement:
To be eligible for award, Offerors must sign a statement agreeing to the limitations on subcontracting based on the percentage listed below:
After award, this Indefinite Delivery Indefinite Quantity Contract will be monitored at the contract level for compliance with the Limitations on Subcontracting by the limitation percentage listed below:
Limitation Percentage
Services: The prime contractor shall not pay more than 50 percent of the amount paid by the Government for contract performance to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. When reviewing compliance on service contracts Contracting Officers must subtract the value of materials when determining whether the contractor self-performed the work.
Similarly Situated Subcontractor (SSS). A SSS is a small business concern subcontractor that is a participant of the same SBA program that qualified the prime contractor as an eligible offeror and awardee of the contract.
For example, this solicitation is 100% total small business set aside, therefore no more than 50% of the monies paid by the Government can be subcontracted to a firm that is not small business.
