The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Office of Collaborative Acton and Dispute Resolution; is issuing this source sought notice. This request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Interior (DOI), Interior Business Center (IBC). IBC is currently conducting market research to locate qualified, experienced, and interested potential sources. Responses will not be considered as quotes, offerors, or proposals. No award will be incurred by interested parties in responding to this announcement. All responses will be treated as information only.
The U.S. Department of the Interior (DOI), Office of Collaborative Action and Dispute Resolution (CADR), established in October 2001, is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of DOI. The CADR office promotes, coordinates and facilitates greater use of conflict management and consensus-building processes throughout Interiors bureaus and offices to support the mission.
Workplace conflict management at Interior is addressed through the Integrated Conflict Management System -- known as CORE PLUS (COnflict REsolution PLUS). CORE PLUS represents an Interior wide effort to promote a culture where employees are able to recognize and respond to conflict in constructive ways that decrease tensions, increase understanding, improve problem-solving, and produce better results. The objective of CORE PLUS is to manage and resolve informal and formal workplace disputes, grievances, and Equal Employment Opportunity (EEO) matters. The purpose of CORE PLUS is to provide Interior employees with processes, tools, and skills that will allow them to prevent the escalation of differences and collaboratively solve problems as close to the origin of those problems and as cost-effectively as possible. It includes the adoption of practices and structures that assist in preventing and managing conflict. CORE PLUS creates an environment for raising all kinds of concerns, allowing for concerns to be heard, people to be treated respectfully, and problems to be solved effectively in a fair, friendly, flexible, and fast manner.
To fulfill this mission, the CADR office is seeking to procure the services of high-quality third-party neutral mediators and facilitators, executive and leadership coaches, trainers, curriculum designers, and other individuals involved in the field of conflict management.
The place of performance may be at any one of the 1,900 U.S. DOI locations across the United States, Puerto Rico, Virgin Islands, U.S. Territories, and Freely Associated States. See the attached draft Performance Work Statement (PWS) for details.
This is a recompete of the current five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract 140D0421D0002 that was awarded to Collaborent, LLC, 1449 Aster Court, Superior, CO 80027-6018.
It is anticipated that the Request for Proposal (RFP) will be posted during the second quarter of Fiscal Year 2025 (FY25); and the award will be issued no later than January 2026. It is anticipated that the new award will be issued as a single award IDIQ with a five-year period of performance and include a possible six-month option, and a $15 million total maximum ordering threshold.

4. Provide a percentage from 0 ¿ 100 to indicate how much of the work your company plans to provide as the prime contractor verses how much of the work your company plans to subcontract out to other companies.
