About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotations for the supply and delivery of compressed gases to its Global Monitoring Laboratory (GML) in Boulder, Colorado under Request for Quotation 1305M326Q0071. This time-and-materials purchase order seeks 14 distinct compressed gas products with specified purity levels, cylinder capacities, and fittings, along with rental cylinder services. Quotations must be submitted electronically by April 9, 2026 at 10:00 AM Mountain Time, with questions due by April 2, 2026 at 10:00 AM Mountain Time. The Government will evaluate proposals based on three equally-weighted factors: technical capability and approach, past performance, and price. Key contract requirements include providing research-grade gases with certified purity levels, managing deliveries on an as-needed basis with at least two weeks' advance notice, coordinating with GML contacts, and ensuring all delivery personnel comply with federal security and safety regulations. Quoters must hold prices firm for 120 calendar days and may be required to submit physical gas samples for verification testing at no additional cost prior to award.
This acquisition is set-aside exclusively for small business concerns, including women-owned small business (WOSB) set-asides. The contract has an overall ceiling value of $1,250,000.00, with a base performance period from May 1, 2026 through April 30, 2027, followed by four optional one-year renewal periods through April 30, 2031. The estimated quantities in the pricing schedule include 150 units of balloon-grade helium, 50 units each of hydrogen and research-grade helium, 75 units of ultra-high purity nitrogen, 10 units of ultra-zero air, and 190 units of equipment rental, though these figures are for evaluation purposes only and do not represent guaranteed Government requirements. All deliveries must be made to the David Skaggs Research Center (DSRC) Building 22 at 325 Broadway, Boulder, Colorado 80305, with delivery coordination required at designated loading docks and completion within two weeks of authorization. Empty cylinders must be picked up within two weeks at no rental charge for extended wait times, and all personnel must obtain Government authorization documentation within five days of first delivery.
