Summary of Statement of Need – Compressed Gases

This Statement of Need (SON) outlines NOAA's Office of Oceanic and Atmospheric Research (OAR) Global Monitoring Laboratory (GML) requirement for ongoing supply and delivery of compressed gas cylinder mixtures to its facility in Boulder, Colorado. The contractor shall supply and deliver fourteen distinct gas types with specified purity levels, cylinder capacities, fill pressures, and CGA fittings. These gases include Balloon-Grade Helium (provided in NOAA-owned 200 cu ft cylinders), Low-Grade Hydrogen, Research-Grade Helium, UHP Nitrogen, Ultra-Zero Air, Welding Grade Argon and Oxygen, specialized mixtures (CO2 in Air, CO2 in Argon, Oxidizer, P5), UHP Research Grade Hydrogen, and trace gas standards (Nitric Oxide, Sulfur Dioxide, and high-concentration Nitric Oxide) with blend tolerances of ±10% for all mixtures. All gases except the balloon-grade cylinders shall be provided as rental cylinders. Cylinders must be clearly labeled with status tags indicating Full, In Use, or Empty condition.

Deliveries shall occur on an as-needed basis with authorization provided at least two weeks in advance, with regular weekly delivery windows Monday through Friday. The contractor must deliver authorized gases within two weeks of receiving authorization and must coordinate with GML contacts in advance of each delivery. Empty cylinders must be picked up within two weeks of request, with no rental fees charged for wait times exceeding two weeks. All deliveries shall be made to the David Skaggs Research Center (DSRC), Building 22 at 325 Broadway, Boulder, Colorado 80305, accompanied by detailed delivery tickets. Delivery drivers must obtain required documentation from the Government within five days and comply with all federal property security and safety regulations, including a prohibition on smoking during delivery or within 50 feet of the loading dock.
