About this file

This is a Questions and Answers document for Request for Quotation 1305M326Q0071 issued by NOAA for compressed gases.

The document addresses seven clarification questions from potential contractors regarding gas specifications and purity requirements. Key specifications confirmed by NOAA include: Research Grade H2 at 99.999% purity with GCMS testing required for quality assurance; Research Grade Helium subject to GCMS testing verification; Ultra-zero air accepted as specified; Nitric Oxide containing 10 ppmv (±10% of target) in nitrogen balance meeting EPA protocol regulations, supplied in minimum 150 cu ft high-pressure cylinders at 2000 psi with CGA-660 fittings; Sulfur Dioxide (SO2) containing 10 ppmv (±10% of target) in nitrogen balance under identical EPA protocol requirements as Nitric Oxide; CO2 in Air at 400 ppm (updated from 350 ppm) in ultra-zero air as a Certified Standard (±10%); CO2 in Argon at 0.25% (2,500 ppm) requiring ±10% blend tolerance and Research Grade CO2 at 99.999% purity; Oxidizer containing 40% O2 in N2 balance at ±10% blend tolerance, blended from Research Grade oxygen at 99.999% pure; and Nitric Oxide High Concentration at 10,000 ppmv (±10% of target) in nitrogen balance, clarified as non-EPA protocol mixture. NOAA confirmed that cylinders not meeting specifications will be returned at no charge for replacement, and updated the Statement of Objectives (SON) Table 2.1 to reflect all clarifications and corrections.

Request for Quotation 1305M326Q0071 Compressed Gases

Item Question Government Response

Could you please confirm that NOAA will accept these specifications on the following gases? H2- The Government requires Research Grade H2, and the SON has been updated to reflect this (99.999% purity). See revised SON Table 2.1.

Research Grade He- This is the spec of gas that the Government requires. However, the Government will only accept if GCMS testing specfied in SON determines that the cylinder meets the Government's specific criteria. The Government will return cylinders at no charge and request replacements if the cylinders do not meet these specs.

Ultra-zero air - The Government will accept this Purity.

The descriptions for Nitric Oxide and Sulfur Dioxide are identical and should not be. Can NOAA clarify these descriptions?

Nitric Oxide - Contain 10ppmv (Nitric Oxide +- 10% of target) in Nitrogen Balance Meet EPA protocol regulations Supplied in minimum 150 cu ft capacity high pressure cylinder Have a minimum fill pressure 2000 psi Have standard CGA-660 fittings

Sulfure Dioxide (SO2) in Nitrogen - Contain 10ppmv (Nitric Oxide +- 10% of target) in Nitrogen Balance Meet EPA protocol regulations Supplied in minimum 150 cu ft capacity high pressure cylinder Have a minimum fill pressure 2000 psi Have standard CGA-660 fittings

Sulfur Dioxide requirements should read (Sulfur Dioxide +\- 10% of Target) in Nitrogen. Redlined in "Copy of SON". See revised SON Table 2.1.

Nitric Oxide remains unchanged.

Co2 in Air - 350 ppm CO2 balance in ultra zero air

Do you need this in a Certified Standard (+/- 10%) or Primary Standard (+/-5%) blend?

Certified standard (+/- 10%). We have also updated the SON to state 400 ppm. See revised SON Table 2.1.

CO2 in Argon - Contain 0.25% (2,500ppm) CO2 in Ar. Blend tolerance +-10% of target. Mixture blended from UHP (99.999% purity) components.

1. Do you need this in a Certified Standard (+/- 10%) or Primary Standard (+/-5%) blend?

2. There is not a UHP grade of CO2. Research Grade is 99.999% pure, but Instrument Grade 99.99% is more common. Please clarify what is required?

The Government requires +/-10%, Research Grade. See revised SON Table 2.1.

Oxidizer - Contain 40% O2 in N2 balance. Blend tolerance +-10% of target. Mixture blended from UHP (99.999% purity) components

UHP grade for Oxygen is 99.993% pure. Research Grade is 99.999% pure. Please clarify what is required?

Research Grade at 99.999% pure as required in the SON.

Sulfur Dioxide (SO2) in Nitrogen - Contain 10ppmv (Nitric Oxide +-10% of Target) in Nitrogen EPA

Description does not match line-item request. Please clarify what is required?

Sulfur Dioxide requirements should read (Sulfur Dioxide +\- 10% of Target) in Nitrogen. Redlined in "Copy of SON". See revised SON Table 2.1.

Nitric Oxide (NO) High Concentration in Nitrogen - Contain 10,000ppmv (Nitric Oxide +-10% of target) in Nitrogen Balance

Please verify if this is an EPA Protocol mixture?

This is not an EPA Protocol mixture due to the high NO concentration in N.
