About this opportunity
The Defense Health Agency Medical R&D Contracting Division seeks quotations for a single-award, firm-fixed-price Blanket Purchase Agreement for medical gases, laboratory and specialty gases, dry ice, cylinders, and related delivery and support services, with quotations due November 23, 2026 at 11:00 AM Eastern Daylight Time. The procurement is a Total Small Business set-aside under NAICS 325120 and PSC 6830. The contracting office is procuring on behalf of Walter Reed Army Institute of Research (WRAIR), with authorized ordering officials at WRAIR, USAMRIID, USAMRICD, USARIEM, and AFMES. Amendment 0006 is final, accepts no further questions, removes USAARL from the requirement, and attaches a revised Statement of Work and revised Product Price List.
The ordering period runs December 18, 2026 through December 17, 2031. The total BPA ceiling is $1,783,595.46, with individual call orders capped at $350,000 and Government Purchase Card orders capped at $25,000 per call order. Quotations must price all 155 line items in the final price list, and the pricing must include the prime's resale pricing or be derived from supplier or manufacturer published pricing. The incumbent is Airgas USA, LLC under BPA W81XWH21A0002.
Deliveries are FOB Destination to sites in Maryland, Massachusetts, and Delaware, including WRAIR in Silver Spring and Fort Detrick, USAMRIID at Fort Detrick, USAMRICD at Aberdeen Proving Ground, USARIEM in Natick, and AFMES in Dover, during designated hours. The prime may use multiple qualified suppliers or subcontractors across locations but remains fully responsible to the Government. Small business primes need not hold wholesale medical gas distributor licenses at quote submission, and FAR 52.219-33 does not apply under an SBA class waiver for NAICS 325120.
Technical requirements include telemetry monitoring and automatic refilling of two 6,000-gallon liquid nitrogen tanks, one 14-ton CO2 tank, and one 1,000-liter liquid nitrogen microbulk tank at no less than 20% capacity. Preventive maintenance must be performed by factory-trained, manufacturer-certified Field Service Engineers per OEM specifications, with parts and software updates supplied at no additional cost. Cylinders must meet DOT, FDA, OSHA, and USP requirements, with hydrostatic testing every ten years and every five years for DOT-3AL CO2 cylinders. Dry ice is limited to up to 500 pounds weekly. Emergency deliveries are due within 24 hours and routine deliveries within 48 hours, using contractor-owned cylinders. Invoices are due via Wide Area Work Flow within five days of delivery, and Threat Awareness Reporting Program completion is required within 30 days of initial employment.
Award is lowest price technically acceptable, evaluating technical acceptability (bulk tank monitoring, 24-hour delivery, accurate invoicing, cylinder identification, hydrostatic testing, and quality control compliance), past performance, and price.
